that we should have a water rate increase based on a 15% increase of <br />our electric bill before that has ever happen, or before we are sure <br />that it is going to happen is a bit premature. <br />Gary O'Connor 4504 Chactaw Lane; "stating that his concern was this rate <br />increase would be allocated to pay for improvements in the Water <br />Treatment System, and that at this point, we have not dealt with <br />capital improvements for the major needed of the wastewater treatment <br />system, and if we are expected, as ratepayers to expected to assume <br />another increase in a year or so to pay for improvements of the <br />Wastewater Treatment Plant, considerable discussion is in order. <br />Joe McCarthy, 1120N. E. 17th Street, appeared before the Council <br />stating that he was opposed to the rate increase. Mr. McCarthy pointed <br />out that the City of Paris has a tremendous amount of senior citizens <br />which this would make a hardship on them. <br />No one else appeared, and Mayor Fisher declared the public hearing <br />closed. <br />City Manager Malone called for consideration of and action on adoption <br />of the City of Paris 1994 Water and Wastewater Rate Study, and advised <br />that this item was tabled at the February 14, 1994, meeting should the <br />Council wish to consider this matter, a motion was needed to bring this <br />item from the table. <br />It was the consensus of the Council let the item remain on the table. <br />At 7:25 P. M. the Council took a break, and reconvened at 7:35 P.M. <br />A motion was made by Councilman John Bell, seconded by Councilman Jim <br />Bell that Agenda Item No. 4, consideration of and action on authorizing <br />the preparation of an ordinance establishing water and sewer rates in <br />accordance with the .City of Paris 1994 Water and Wastewater Rate Study, <br />remain on the table. The motion carried 4 ayes, 0 nays. <br />A motion was made by Councilman Jim Bell to table Agenda Item No. 5, <br />Workshop session to discuss capital improvement projects. <br />Councilman Jim Bell withdrew his motion. <br />Mayor Fisher announced that the Council would go into a workshop <br />session to discuss capital improvement projects. <br />At 8:45 P.
