City Manager Malone announced that the next item on the agenda was receipt of reports from committees, boards, and commissions with minutes of the Paris Lamar County Board of Health, Paris Public Library Advisory Board, Paris Economic Development Corporation Board, and the Planning and Zoning Commission with no action required. Dr. Richard B. Swint, 2510 Stillhouse Road, appeared before the Council advising that the property that he has leased that came from the Rossan Estate, and he proposed trading the City for the land on the north bank of Lake Crook which is within the confines of the City's public land and parks, for approximately 150 of the landfill property on Stillhouse Road. Dr. Swint presented the Council with a map showing that area, and discussed the amount of land in each piece of property. Vicki Horne, 215 33rd S. E. was scheduled to appear before the Council, but did not show. City Manager Malone called for consideration of and action on authorizing the preparation of an ordinance amending Zoning Ordinance No. 1710 changing the zoning from a One Family Dwelling District No. 2 (SF -2) to a Planned Development - Housing District (PD -b) on Lots 7 and 8, City Block 311 located at 3350 and 3370 Clarksville Street belonging to Gerald Burnsed. City Manager Malone told the Council that this item was tabled at the February 10, 1994 Council meeting, and should the Council wish to consider this matter, a motion was needed to bring this item from the table. A motion was made by Councilman Jim Bell, seconded by Councilman John Bell to bring the above item from the table. The motion carried 5 ayes, 0 nays, Councilman Shelton voting no. A motion was made by Councilman Jim McDonald authorizing preparation of an Lot 7 and 8, City Block 311 to a District. The motion carried 4 ayes, 1 no. ORDINANCE NO. 94 -011 Bell, seconded by Councilwoman ordinance changing the zoning on Planned Development - Housing nay, Councilman Shelton voting AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A PLANNED DEVELOPMENT - COMMERCIAL DISTRICT (PD -al) ON LOT 3 AND 3 -A, CITY BLOCK 227 -E, ON PROPERTY BELONGING TO ELLA SUGG, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A TWO FAMILY DWELLING DISTRICT (2F); AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED was presented. A motion was made by Councilman Jim Bell, seconded by Councilman Shelton for adoption of the ordinance. The motion carried 5 ayes, 0 nays.
