a <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />March 15, 1993 <br />The City Council of the City of Paris met in regular session, Monday, <br />March 15, 1993, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor George Fisher called the meeting to order with the <br />following Councilmembers present: Don Shelton, Jim Bell, Millie <br />Ingram, Wayne Brown, and Billy Joe Burnett. Also present was City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Invocation was given by Rev. Rick Henslee, Minister of Bonham Street <br />Church of Christ. <br />Mayor Fisher announced that if there was anyone in the audience who had <br />business to bring before the Council that is not listed on the posted <br />agenda, to please let it be known so that the information can be made <br />available in compliance with the Open Meeting Law. <br />Mayor Fisher asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />City Manager Malone announced that the first order of business would be <br />receipt of reports from committees, boards, and commissions, with <br />minutes from the Committee to Study Lone Star Gas Franchise, Paris <br />Lamar County Board of Health, and the Paris Public Library Advisory <br />Board, with no action be required. <br />Mr. Mike Richardson, 2835 Lamar Avenue, Apartment 8, representing <br />C.R.I.P.S, Challenged Responsible Independent Proud Survivors, a <br />support group for the physically impaired, appeared before the Council <br />discussing public accessibility for physically impaired persons. Mr. <br />Richardson said what they were trying to do is get Paris aware of the <br />accessibility problems pointing out the Post Office, on Lamar Avenue <br />and Collegiate Drive there is the button on the light post for crossing <br />the street, there is a ramp going up to it, but there is a six inch <br />curb all around it, and he had to cross on his own. There are no <br />sidewalks to go down Clarksville Street in the 1900 Block. Mr. <br />Richardson said he has a friend that in order to get to the Grocery <br />Store he had take his chances on the side of the road or in parking <br />lots with the danger of vehicles backing over him. Also Mr. Richardson <br />pointed out that the handicapped parking spaces that are being taken by <br />people that are not handicapped, and felt that the police should patrol <br />those parking spaces and give citations. <br />Councilman Bell ask who would these people call if there is a problem. <br />City Manager Malone said the best thing to do is call him at City Hall <br />and he could put people in touch with the proper people such as the <br />post office. If it is a problem that the City can address, we will <br />solve it immediately. <br />
