Mayor Fisher said he had read an article, and he thinks there is a <br />$25,000.00 grant to be used for the handicap, we may want to apply for <br />such a grant. <br />Mr. J. M. Fisher, 1105 Cedar Street, appeared before the Council asking <br />the question, did the City or did the City not raise the alley forcing <br />water up under his house. Mr. Fisher said the City Engineer has been <br />out there and looked at it, and wanted to know what he found. <br />Earl Smith, City Engineer, came forward stating that at the end of <br />February, at the request of the City's Insurance Adjuster to make an <br />investigation of this particular problem, he made an inspection of the <br />alley and Mr. Fisher's property. Mr. Smith pointed out from a drawing <br />the alley in question and Mr. Fisher's property, and what he did was <br />take elevations to determine which way the ground slopes, and <br />therefore, which way the water falls. Mr. Smith said he has been out <br />there during a shower and did confirm that it does flow from north to <br />south on 12th S. E. which is confirmed by the elevations, it also falls <br />from east to west behind Mr. Fisher's house. Mr. Smith said that when <br />he was out there he did see water making the turn off of 12th Street <br />and going down the alley. Mr. Smith said the elevation also shows that <br />at sometime, Mr. Fisher built a concrete driveway off the alley up to a <br />carport at his house, and the elevation shows at the alley up to his <br />house it slopes up about four inches, so it is sloping from the alley <br />towards his house, which means that the water has to get four inches <br />deep at 12th Street because it is definitely flowing down 12th Street, <br />and it is definitely flowing east to west down the alley and in order <br />for it to get to his house it would have to backup at least four inches <br />deep. Mr. Smith said he has gone back and looked at old area photos <br />and pictures and he can not tell if there was ever a ditch back there. <br />Mr. Smith also presented the Council with pictures of the alley, <br />pointing out that it appears there is a hole where Mr. Fisher's house <br />is located, and if water does get up to that spot, it is not going to <br />get out until it evaporates. Mr. Smith said that if there is a large <br />rain fall it may very well may get up to his back yard. <br />Ms. Jean Weddle, 1037 Cedar, came forward and told the Council that she <br />has had water problems similar to Mr. Fisher, that they had to dig a <br />ditch between the two houses to divert the water just to keep from <br />going under their house and washing the foundation away. Ms. Weddle <br />said they have had to bring dirt in twice to keep their yard higher <br />than the alley. Ms. Weddle wanted to know when the alley is graded do <br />those people who grade it, do they go to City Hall and find out how <br />much it should be graded. Mr. Weddle said about two year ago she took <br />pictures to the City Engineer, John Buss, showing the path of water, <br />and she was told that she did not know anything about erosion. Ms. <br />Weddle said the alley never remains the same, they either grade it low <br />or high. Ms. Weddle pointed out that there is an incline, but it is <br />after you get past the two houses in question. <br />Mr. Fisher pointed out that the winter after he constructed his <br />driveway it got bad, and the City came and dug a portion of the alley <br />up and placed asphalt there, later they came back graded the asphalt up <br />and put 3 truck loads of gravel on the alley which has raised the <br />
