N <br />elevation up, and when you do this, the water is not going to flow down <br />the alley like it should. Mr. Fisher said the City Engineer did not <br />take a picture of the alley out to Cedar Street in front of the house <br />to see how much drop there is from one to the other, and when you stop <br />the alley up and raise the crown in the road, you have problems. The <br />City came out with a blade and cut down approximately 5 or 6 inches, <br />and the water flows as it should now, but the damage has been done to <br />his house. <br />Mayor Fisher advised that there is no action item on the agenda for <br />tonight, but it could be placed on a future agenda. Mayor Fisher also <br />told the Council that the Insurance Adjuster has denied the claim in <br />the amount of $4,964.00. <br />After further discussion, it was the consensus of the Council to have <br />City Staff do further investigation of Mr. Fisher's claim against the <br />City for water damage to the foundation of his house, and report back <br />to the Council. <br />Mr. Carey Robinson, 638 Pine Valley, appeared before the Council <br />telling the Council he was in the process of purchasing the Old Paris <br />High School Gyn located at 215 E. Houston which has been declared <br />dilapidated, and he was requested an additional nine months for repair <br />of the building, and get the building up to code from the time he signs <br />the papers. Mr. Robinson said he plans to remove the back section of <br />the roof. Mr. Robinson said he would agree to put up a $10,000.00 bond <br />to help pay for demolition if his project is not completed in nine <br />months, and he would be willing to a monthly review. Mr. Robinson said <br />his plans were to hold auctions during the evenings and on Saturdays, <br />to create an indoor volleyball court with washed sand, enclose sections <br />for shops and open a local sports museum to promote the great players <br />that have played there, and he also plans to construct a circle drive. <br />Mr. Robinson said that most of the activity would be after 6:00 P. M., <br />and did not feel there would be a problem with parking. <br />City Attorney Haynes request that as soon as Mr. Robinson had a <br />contract of sale to furnish the City a copy of it. <br />After further discussion, the Council instructed City Staff to get with <br />Joe McCollum and check proper zoning and parking, and further <br />instructed that this be place on the next available agenda. <br />Mr. Tony Rios, Executive Director of the Housing Authority of the City <br />of Paris, appeared before the Council requesting the City Council to <br />support by way of a resolution for the Housing Authority's application <br />to the Department of Housing and Urban Development for an additional <br />fifty units of low rent public housing family development. Mr. Rios <br />pointed out that it is apparent that this community has begun to work <br />positively over the last few years to rehab and clear the blighted <br />areas in the city, to create housing opportunity for the poor families <br />in the city. Mr. Rios said they have over 700 hundred families on the <br />waiting list. These families represent very low income families, and <br />we have the need for additional housing. Mr. Rios said that the 1990 <br />census reflected that over 7,000 heads of households are making less <br />
