A motion was made by Councilman Burnett, seconded by <br />Councilman Shelton for adoption of the ordinance. The motion carried 6 <br />ayes, 0 nays. <br />ORDINANCE NO. 93 -012 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING SECTION VIII <br />OF APPENDIX B, PARAGRAPH F, OF SAID CODE; PROVIDING THAT THE SEWAGE <br />COLLECTION SYSTEM MINIMUM SIZE LATERAL LINE SHALL BE EIGHT (8) INCHES <br />IN DIAMETER; PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING <br />ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF APRIL 1, 1993 <br />was presented. A motion was made by Councilman Burnett, seconded by <br />Councilman Shelton for adoption of the ordinance. <br />Earl Smith, City Engineer, said it was his recommendation to increase <br />the minimum size lateral line from 6 inches to 8 inches in diameter. <br />The reason being that on occasions when we received an administrative <br />order form the EPA, we meet with Public Works, City Manager Malone, <br />City Attorney Haynes, and Herb Campbell to try and look at ways to <br />prevent those things from happening in the future. Mr. Smith told the <br />Council the vast majority of those bypasses occur in 6 inch and smaller <br />lines on the system, and most times that is due to grease stops. We do <br />have ordinances that require grease traps at restaurants, but there is <br />nothing in place to prevent the homeowner from dumping their grease in <br />the sanitary sewer, and we believe on occasions that has the <br />possibility and accumulates in spots in the wastewater system, in the <br />smaller lines generally, and we do not know there is a stoppage in the <br />system until it overflows. At that point we have to report that to the <br />EPA. Mr. Smith said the cost differential between the 6 inch and 8 <br />inch pipe is approximately 72 cents a foot. <br />City Attorney Haynes pointed out that the minimum size yard line would <br />remain 4 inches, which will connect to a lateral or main which shall be <br />a minimum size of 8 inches, which is the first part of the collection <br />system that a house line goes into. <br />After further discussion, the motion carried 6 ayes, 0 nays. <br />Resolution No. 92 -030, resolving that the City of Paris hereby <br />establishes certain guidelines and criteria governing tax abatement <br />incentives within the portion of its Extraterritorial jurisdiction <br />described in Reinvestment Zone Number Four attached hereto as Exhibit <br />A, and such guidelines and criteria shall expressly govern all <br />subsequent tax abatement agreements in said Zone, and shall be <br />effective for two years from the date of adoption and may only be <br />amended or repealed by a three - fourths vote of the City Council. A <br />motion was made by Councilman Shelton, seconded by Councilman Burnett <br />for approval of the resolution. The motion carried 6 ayes, 0 nays. <br />
