MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 11, 1993 <br />The City Council of the City of Paris met in regular session, Monday, <br />January 11, 1993, 6:00 P. M. City Council Chambers, City Hall, Paris, <br />Texas. Mayor George Fisher called the meeting to order with the <br />following Councilmembers present: Don Shelton, Jim Bell, Millie <br />Ingram, Rondie Williams, and Billy Joe Burnett. Also present was City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Invocation was given by Ron Byers, Police Chaplain. <br />Mayor Fisher announced that if there was anyone in the audience who had <br />business to bring before the Council that is not posted on the posted <br />agenda, to please let it be known so that the information can be made <br />available in compliance with the Open Meeting Law. <br />Mayor Fisher asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />City Manager Malone announced that the first order of business would be <br />receipt of reports from committees, boards and commissions, with <br />minutes from the Committee to Study Blackbird Control, City /School <br />Joint Recreation Facilities Committee., Building Board of Appeals, <br />Paris Lamar County Board of Health, Paris Public Library Advisory <br />Board, and Animal Advisory Board, with no action being required. <br />City Manager Malone did advised the Council that letters were being <br />prepared for the Councilmembers signature to be sent to State and <br />Federal officials regarding the blackbird situation, along with vedio <br />taps of the blackbirds and their roosting place. City Manager Malone <br />pointed out that included in the Council packet was a memorandum from <br />Steve Burgin, Fire Chief pertaining to clearing the roosting area and <br />costs of extermination the blackbirds along with estimated cost of each <br />procedure. <br />City Manager Malone called <br />authorizing the preparation a <br />92 -054 to remove Lot 8, Block <br />Street; Lot 9, Block 14, T & <br />correct time limit on Lot 5, <br />Martin Luther King Jr., Drive. <br />for consideration of and action on <br />f an ordinance amending Ordinance No. <br />14, T & P Addition at 1559 South Main <br />P Addition at 1553 South Main; and to <br />Block 1, Lane Place Addition at 1565 <br />City Manager Malone advised this item is placed on the agenda to <br />authorize preparation of and ordinance that will be presented later in <br />the meeting to correct the previous ordinance declaring certain <br />structures dilapidated. The first property listed, the correct <br />property owner was not identified and did not received property <br />notification, and will be placed on a future list. The second property <br />has been determined to be occupied by a relative of the owner, and is <br />to be repaired. The third property was accidentally listed in the <br />
