City Manager Malone called for consideration of and action on approval <br />of replat of Lots 4 and 5, Block F, Lamesa Heights Addition No. 4. A <br />motion was made by Councilman Burnett, seconded by Councilman Bell <br />approving the replat subject to the requirements of the City Engineer. <br />The motion carried 7 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on approval <br />of the preliminary plat of Parcouest Phase I. <br />City Manager Malone read a memorandum from Earl Smith, City Engineer, <br />which states the preliminary plat complies with the City of Paris <br />regulations with the following exceptions and /or additions: 1. <br />Provide Street name, 2. Any residential structures located in the <br />flood plane must have finished floor elevation 1' minimum above 100 <br />year flood elevation. 3. Mr. Street asked for variance from <br />requirement of curb and gutter along Loop and Highway 82. City <br />Engineer Smith felt this was premature to ask for variance along Loop <br />286 at this time, and recommended granting variance along Highway 82. <br />4. Variance is requested from concrete lining of drainage way. City <br />Engineer Smith stated that he had seen Home Owner's Agreement for <br />maintenance of common areas to have any opinion about how effectively <br />maintenance of drainage ways can be achieved. <br />It was the recommendation of City Engineer Smith to approve the <br />preliminary plat subject to the above requirements. <br />Earl Smith, City Engineer, was present telling the Council that this <br />was a development which the City does not have any experience with, but <br />did not have a problem with the homeowner maintaining the creek area, <br />but was concerned about future responsibility if the homeowner <br />association failed. <br />After further discussion, a motion was made by Councilman Bell, <br />seconded by Councilwoman Ingram to table action on the preliminary plat <br />of Parcouest Phase I until the owner could bring the City an agreement <br />that the City could see what his plans were for the subdivision <br />regarding the drainage way. The motion carried 7 ayes, 0 nays. <br />When the agreement is received, City Attorney Haynes was instructed to <br />look at it and make recommendations to the Council. <br />City Manager Malone called for consideration of and action on approval <br />of the Replat of Lots 6, 7, City Block 43. A motion was <br />made by Councilman Williams, seconded by Councilman Shelton for <br />approval of the Replat subject to the requirements of the City <br />Engineer. The motion carried 7 ayes, 0 nays. <br />Resolution No. 93 -012, authorizing and directing the Mayor of the City <br />of Paris, George Fisher, to execute the Fixed Base Operator Lease with <br />J. B. Richey, Inc., was presented. A motion was made by Councilman <br />Bell, seconded by Councilwoman Ingram for approval of the resolution. <br />The motion carried 7 ayes, 0 nays. <br />
