Councilman Burnett asked to be excused for the Council meeting. <br />Mayor Fisher gave permission for Councilman Burnett to be excused for <br />the Council meeting. <br />City Manager Malone introduced Ernesto de la Garza, Senior Field <br />Service Officer with the Neighborhood Reinvestment Corporation, based <br />out of San Antonio, Texas. Mr. Garza told the Council that the <br />Neighborhood Reinvestment Corporation is a congressionally chartered <br />public nonprofit organization, and their congressional mandate is in <br />response to request of local municipalities and community such as the <br />City of Paris, for their desiring, looking and possible created option <br />of addressing the neighborhood revitalization needs. Mr. Garza said <br />that it is under this area of involvement, Mayor Fisher, and City <br />Manager Malone contacted our office, and we are responding to their <br />request. <br />Mr. Garza said they were in the preliminary stages of implementing the <br />assessment of how they do their work, basically what they do is come in <br />to the community and ascertain whether any of the programs or services <br />that the help create, develop, and support could be done in Paris. Mr. <br />Garza said he had met with the financial entities in the City, and the <br />next stage of the operation is to go into the community and meet with <br />the resident homeowners as much as possible throughout the city. The <br />concept is based on what is called a public private partnership <br />concept. The partnership is composed of three elements, members of <br />the business financial community, local government, resident <br />homeowners. Mr. Garza stated this would get all the community involved <br />and working as one. <br />Mr. Garza showed a short vedio of how this project works in regard to <br />the loans that are made to resident homeowners, and the process of <br />obtaining such loans, and the repayment of the loans. <br />After further discussion of the Neighborhood Reinvestment Corporation, <br />City Manager Malone announced that anyone interest in visiting with Mr. <br />Garza, he would be available after the Council meeting to answer any <br />question they might have. <br />City Attorney Haynes presented the following petition for rezoning: <br />Jim Bell, Lot 18, Block 1, Hayes Height Addition, from SF -2 District to <br />MF -1 District. <br />Mayor Fisher referred the petition to the Planning and Zoning <br />Commission for their study and recommendation and called for a public <br />hearing at the March 1, 1993 Planning and Zoning Commission's meeting, <br />and before the City Council March 4, 1992. <br />There being no further business, the meeting adjourned. <br />ATTEST: <br />MATTIE CUNNI GHAM, CITY LERK <br />
