Councilman Burnett asked to be excused for the Council meeting. Mayor Fisher gave permission for Councilman Burnett to be excused for the Council meeting. City Manager Malone introduced Ernesto de la Garza, Senior Field Service Officer with the Neighborhood Reinvestment Corporation, based out of San Antonio, Texas. Mr. Garza told the Council that the Neighborhood Reinvestment Corporation is a congressionally chartered public nonprofit organization, and their congressional mandate is in response to request of local municipalities and community such as the City of Paris, for their desiring, looking and possible created option of addressing the neighborhood revitalization needs. Mr. Garza said that it is under this area of involvement, Mayor Fisher, and City Manager Malone contacted our office, and we are responding to their request. Mr. Garza said they were in the preliminary stages of implementing the assessment of how they do their work, basically what they do is come in to the community and ascertain whether any of the programs or services that the help create, develop, and support could be done in Paris. Mr. Garza said he had met with the financial entities in the City, and the next stage of the operation is to go into the community and meet with the resident homeowners as much as possible throughout the city. The concept is based on what is called a public private partnership concept. The partnership is composed of three elements, members of the business financial community, local government, resident homeowners. Mr. Garza stated this would get all the community involved and working as one. Mr. Garza showed a short vedio of how this project works in regard to the loans that are made to resident homeowners, and the process of obtaining such loans, and the repayment of the loans. After further discussion of the Neighborhood Reinvestment Corporation, City Manager Malone announced that anyone interest in visiting with Mr. Garza, he would be available after the Council meeting to answer any question they might have. City Attorney Haynes presented the following petition for rezoning: Jim Bell, Lot 18, Block 1, Hayes Height Addition, from SF -2 District to MF -1 District. Mayor Fisher referred the petition to the Planning and Zoning Commission for their study and recommendation and called for a public hearing at the March 1, 1993 Planning and Zoning Commission's meeting, and before the City Council March 4, 1992.
