and specific Use Permit - Mobile Home (39) on Lot 6, Block 4, Colonial <br />Addition located at 804 N. W. 14th Street. <br />Mayor Fisher called for proponents to appear, and Mr. C. L. Massey was <br />present and told the Council that his plan was to place a mobile home <br />on the vacant lot next to his home to be occupied by his son. Mr. <br />Massey presented a petition signed by 15 owners and occupants of homes <br />in the neighborhood, stating no objection to the proposed mobile home. <br />Mayor Fisher called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />A motion was made by Councilman Bell, seconded by Councilman Shelton <br />authorizing preparation of an ordinance to be presented at the next <br />regular council meeting for approval of the zoning change. The motion <br />carried 5 ayes, 0 nays. <br />City Manager Malone asked if there were any objections to the Council <br />meeting being moved back to the City Council Chambers. <br />There being no objections, a motion was made by Councilman Bell, <br />seconded by Councilman Shelton to adjourned the meeting, and move the <br />meeting back to City Council Chambers, City Hall. The motion carried 5 <br />ayes, 0 nays. <br />A motion was made by Councilman Brown, seconded by Councilman Shelton <br />to reconvene the Council meeting. The motion carried 5 ayes, 0 nays, <br />and the meeting reconvened at 6:15 P. M. in the City Council Chambers, <br />City Hall. <br />Mayor Fisher declared the public hearing open on the petition of Benny <br />Lovell for a change in zoning from a Two Family Dwelling District (2F) <br />to a Multi- Family Dwelling District No. 1 (MF -1) on Lots 6A and 6B, <br />City Block 112 -F located at 1608 E. Hearon Street. <br />City Manager Malone called for proponents to appear and Benny Lovell <br />appeared in behalf of his petition telling the Council that he had <br />bought the two lots, one of which was occupied by a duplex that was in <br />bad condition, and it was his plan to remove the old duplex and <br />construct two four plexapartments on the property. <br />Discussion was had regarding drainage and flooding in the area, with <br />Mr. McCollum advising the Council that he was not aware of any <br />flooding, and the property was not on the flood area map. <br />City Attorney Haynes also told the Council that we had drainage concern <br />regarding the public housing site, and there are plans for drainage to <br />be done off site to correct the problem on Sherman Street, there was a <br />basin constructed on the southeast corner of the City Park property <br />that took water from there to under 17th S. E. <br />Mayor Fisher asked if he had plans for curb and gutter. <br />
