Mr. Lovell said he did not have plans for curb and gutter, but if the <br />City requires that, it would not be a problem. <br />No one else appeared, and the public hearing was declared closed. <br />j A motion was made by Councilman Bell, seconded by Councilman Brown <br />authorizing preparation of an ordinance to be presented at the next <br />regular council meeting subject to the City Engineer's approval of the <br />plot plan. The motion carried 5 ayes, 0 nays. <br />Mayor Fisher declared the public hearing open on the petition of Jesse <br />Hall for a change in zoning from a Multi- Family Dwelling District No. 1 <br />(MF -1) to a Commercial District (c) and Specific Use Permit - Billboard <br />Sign (52) on Lot 22, City Block 157 located at 1223 S. W. 1st Street. <br />Mayor Fisher called for proponents to appear, and Jesse Hall, 865 5th <br />N. E., appeared before the Council telling the Council that he would <br />like to place a 4' x 8' sign on the vacant building located on this <br />property. Mr. Hall also advised the owner of the property was going to <br />use part of the building as storage. <br />Councilman Bell wanted to know if this would come under billboard signs. <br />Joe McCollum, Director of Community Development, advised it would come <br />under billboard signs as he is advertising off site whether or not the <br />sign is on a building or up in the air. <br />City Attorney Haynes also advised that the Council could limit the size <br />of the sign to a 4' x 8' if that is what he as asking for. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilman Bell authorizing preparation of an <br />ordinance to be presented at the next regular council meeting subject <br />to the City okaying the specifics, design, drawing of the sign, that it <br />be kept in good repair, be mounted and limited to a 4' x 8 ' in size, <br />mounted to a building as requested by the petitioner. The motion was <br />seconded by Councilman Brown, and carried 5 ayes, 0 nays. <br />Mayor Fisher declared the public hearing open on the petition of Jesse <br />Hall for a change in zoning from a Neighborhood Service District (NS) <br />and General Retail District (GR) to a Commercial District (C) on Lots 1 <br />and 2, Block 2, Fitzhugh Addition located at 1295 Fitzhugh Avenue. <br />Mayor Fisher called for proponents to appear;; and Jesse Hall, 865 5th <br />N. E., appeared in behalf of his petition stating he wanted to put an <br />Auto Sales, Parts and Service at this location changing the zoning from <br />General Retail to a Commercial District. <br />City Attorney Haynes asked Mr. McCollum if there was a specific use <br />permit available under General Retail that would permit Mr. Hall to do <br />what he wants to do as he has just described. <br />
