O <br />City Manager Malone called for consideration of and action on expanding <br />the scope of the drainage project on Big Sandy Creek Tributary No. 4 <br />and Big Sandy Creek Tributary No. 6. <br />Earl Smith, City Engineer, was present and explained that last month a <br />resolution was presented to expand the drainage project beginning at <br />the North wall of the Simpson Street culvert north approximately 100 <br />feet, then east to the West wall of -the -26th -- Street S. E. culvert, <br />which was not approved, then we discussed the possibility of fixing <br />that part of the ditch that goes behind Mrs. Biard's house and clean <br />the trash out, and if necessary widen that all the way from where it <br />comes down south and goes west, and from west it goes south again, and <br />not widen the drainage ditch that runs behind Mr. Stegall's house. Mr. <br />Smith said he thought that this could be done by using a change order <br />into this project, but was advised by the City Attorney that it could <br />not be done, so what we need to do, if we are to do the project, is to <br />authorize it as a separate project. We will have to prepare plans and <br />specifications. Mr. Smith advised the cost estimate for this project <br />is going to be approximately $55,000.00. <br />Councilman Booth explained that this creek runs West of 26th Street S. <br />E. down to Big Sandy which they have it in the project to widened that. <br />I suggest that be taken out, widen from that creek between 26th S. E. <br />and Buttermilk Creek, come back up about 10 -12 feet make it wider at <br />the mouth where it goes into Buttermilk creek, and right behind Mr. <br />Stegall's house, that will be widened from there to Simpson Street. <br />Councilman Booth said it has not been included before to widen the <br />ditch behind Mr. Stegall's house. Councilman Booth also said every <br />time it showers, water gets Mrs. Biard's and Mrs. McKim's houses, so we <br />looked at this, and as you know, that water comes down goes south, <br />makes a 90 degree turn west, then goes the width of Mrs. Biard's <br />property, and takes another 90 degree turn on Hubbard. Councilman <br />Booth said we have enough right of way there to go in and widen that <br />and try to keep the water out of Mrs. Biard's house, and this was <br />Councilman Booth's recommendation. <br />Discussion was had regarding updating the master plan, and funding of <br />such update. <br />After further discussion, a motion was made by Councilman Booth that we <br />widen the properties that has been discussed behind Mr. Stegall's <br />house, make the mouth of that creek between Mr. Stegall's and Mrs. <br />Jackson's property wider, and also follow the Master Plan in the area <br />of Mrs. Biard's and Mrs. McKim's property. The motion was seconded by <br />Councilman Kent and carried 5 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on the <br />request of Kiamichi Railroad Company, Inc., for the permanent closing <br />of West Sherman Street at the railroad track between 11th S. W. and <br />12th S. W. <br />City Manager Malone told the Council that the Kiamichi Railroad Company <br />was in the process of reconstructing their yard facilities which is <br />located between Bonham Street through Sherman.Street and extending near <br />Washington Street. City Manager Malone said currently their switch <br />yard extends north of Bonham Street on Highway 82 with four tracks <br />crossing the highway which is a very busy crossing. The Company <br />anticipates a dramatic increase in rail traffic due to their efforts. <br />
