This will increase switching at their downtown yard and traffic delay <br />on Highway 82. City Manager Malone advised the Railroad Company has <br />analyzed the situation in their best interest and the City's best <br />interest to move their yard facility as far south as possible towards <br />Washington Street, and thereby eliminating three of the four tracks <br />across Highway 82, under this plan only one track would cross Bonham <br />Street and only one track would cross West Washington Street with the <br />entire switch yard being contained between the two sections. The <br />Sherman Street crossing dissects their proposed switch yard, and with <br />the anticipated rail traffic, the size of trains involved, and the <br />amount of switching activities that will take place, Sherman Street <br />would become an unsafe thoroughfare; therefore, they are requesting the <br />permanently closing of West Sherman Street at the railroad track <br />between 11th S. W. and 12th S. W. <br />City Manager Malone also advised that the traffic using West Sherman <br />Street is light, and a mechanical count was conducted in the 1100 Block <br />of West Sherman Street, Wednesday, February 7th, with clear weather, <br />for a 24 hour period for a total of 359 vehicles crossing at this <br />location which is mostly residential traffic which the Kiamichi Company <br />states could be re- routed to West Washington-Street or Bonham Street. <br />James Burnett, Asst. Police Chief, was present voicing his objection to <br />the street closing due to emergency vehicles, and states he feels it <br />would be a mistake. <br />There were several people in the audience objecting to the street <br />closing. <br />After further discussion, a motion was made by Councilman Kent, <br />seconded by Councilman Wortham authorizing City Staff to proceed with <br />the necessary procedures to close West Sherman Street at the railroad <br />track between 11th S. W. and 12th S. W. The motion carried 4 ayes, 0 <br />nays. <br />City Attorney Haynes presented the following petitions for rezoning: <br />Don W. Cantrell, Lot 9, City Block 22 -B, from Office District to <br />General Retail District; Fred Eatherly, Lot 31, City Block 250, from <br />SF -2 District to Commercial District; Buddy Wells, Lot 18, City Block <br />142, from MF -1 District to SF -3 and Specific Use Permit - Mobile Home <br />(39) District. <br />Mayor Clifford referred the petitions to the Planning- and Zoning <br />Commission for their study and recommendations, and called for a public <br />hearing for March 8, 1990. <br />Mayor Clifford announced that the Council would go into executive <br />session, and declared the regular session closed, and the executive <br />session open. <br />Legal matters were discussed with the City Attorney. <br />Mayor Clifford declared the executive session closed, and the regular <br />session open. <br />There being no further business, th <br />ATTEST: <br />
