The Planning and Zoning Commission met Monday, March 5, 1990 at 7:00 <br />P.M. in the Council Room, City Hall, Paris, Texas with the following <br />members present: <br />1. <br />Billy Joe Burnett, Chairman <br />5. <br />Mike Copeland <br />2. <br />Nadine Ausbie <br />6. <br />Ronnie Nutt <br />3. <br />Reeves Hayter <br />7. <br />Kyle Perry <br />4. <br />Jerry Newberry <br />Also present were T.K. Haynes, City <br />Attorney <br />and Joe McCollum, Director <br />of <br />Community Development. <br />Chairman Burnett called the meeting to order and the minutes of <br />February 5, 1990 were approved as presented. <br />Chairman Burnett declared the public hearing open on the petition of <br />Fred Eatherly for a change in zoning from a One Family District No. 2 <br />(SF -2) to a Commercial District (C) on Lot 31, City B1'ock 250 located <br />at 801 Clement Road. <br />The applicant was not present and a motion was made by Ms. Ausbie, <br />seconded by Mr. Newberry to table until later in the meeting. The <br />motion carried 7 ayes, 0 nays. <br />--- Chairman Burnett declared the public hearing open on the petition of <br />Buddy wells for a change in zoning from a Multi- Family Dwellin <br />District No. 1 (MF -1) to a One Family Dwelling District No. 3 (SF -3}g <br />and Specific Use Permit - Mobile Home (39) on Lot 18, City Block 142 <br />located at 343 E. Hearon Street. <br />Mr. Wells was not present and a motion was made by Mr. Hayter seconded <br />by Mr. Nutt to table until later in the meeting. The motion carried 7 <br />ayes, 0 nays. <br />Chairman Barnett next opened the public hearing on the petition of the <br />Kiamichi Railroad Co. to permanently close the 1100 block of W. Sherman <br />Street-across their property. <br />Jim Shaffer, Director of Administration for the railroad presented <br />their plans for a switching yard facility to be in the area between <br />Bonham Street and Washington Street. The plan provides for the removal <br />of all tracks except the main line across Bonham Street. He said if <br />Sherman Street were closed, the only time Bonham Street traffic would <br />be interrupted would be for regular train crossings. <br />He said they expected a 6 fold increase in traffic on the line which <br />would average about 100 railcars in the switching area most of the time. <br />
