In response to questions about leaving Sherman open and separating the
cars at that point, he said that they only provided a two men crew and
separating the cars at Sherman would involve too much dead -time.
He said it would better serve the citizens of Paris and the railroad to
remove the switching operation from across Bonham Street.
There were several persons in the audience in opposition to the closing
of the street.
Mike Folmar, President of the Concerned Citizens of West Paris said
that citizen safety and convenience would be affected if one of only
two access streets to southwest Paris was closed. He said it would
affect the growth potential of the area and place additional vehicular
traffic on Washington Street which is not in very good condition.
Herschel Blankenship, 1885 W. Washington opposed the closing because of
increased traffic in front of his house.
Roy Hargus 780 S.W. 19th was also concerned about traffic increase.
Robert Sale, 420 18th S.W. stated he and his family use Sherman Street
as access to their home. He also stated it was used as a_ school bus
route and wondered what the benefit to Paris was to close the street.
Edna Earl Brannon, 545 13th S.W. and Jim Lester 430 13th S.W. said they
would be inconvenienced by the closing of Sherman Street.
Chairman Burnett closed the public hearing at this point.
Following discussion, Mr. Newberry stated he felt the citizens would be
willing to put up with occasional blocking of Sherman Street by the
switching operation but were not willing to permanently close it. He
made a motion to recommend denial of the petition to close Sherman
Street. Ms..Ausbie seconded the motion which carried 6 ayes, 1 nay.
Mr. Hayter voted nay.
Chairman Burnett announced the next item was to consider an amendment
to the Circulation Plan of the City of Paris Comprehensive Plan,
deleting Sherman Street as a proposed thoroughfare.
Mr. McCollum advised that this item was on the agenda in the event that
the petition to close Sherman Street had been approved.
Mr. Hayter made a motion to leave Sherman street on the Circulation
Plan as a proposed thoroughfare. Mr. Perry seconded the motion which
carried 7 ayes, 0 nays.
Chairmain Burnett declared the Public Hearing open to consider amending
the Zoning Ordinance to- provide -for a new zoning category of One Family
Dwelling District No. 4 (SF -4) providing for a minimum Lot width of 50
feet, a minimum Lot depth of 80 feet, a minimum Lot area of 4,000 sq.
ft. and allowing a zero yard set back on one side if a minimum of 10
feet set back is provided on the other side line.
