MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />March 12, 1990 <br />The City Council of the City of Paris met in regular session, Monday <br />March 12, 1990, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Eric S. Clifford called the meeting to order with the <br />following Councilmen present: Curtis Fendley, Travis Wortham, Marshall <br />H. Kent, Jr., E. W. (Bill) Booth, and William E. (Bill) Davidsqn. <br />Councilman Rondie William was absent. Also present was City Manager <br />Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Invocation was given by Joe McCollum, Director of Community Development <br />for the City of Paris. <br />Mayor Clifford asked if there were any corrections to the minutes of <br />previous meetings, and City Manager Malone advised `there was one to <br />City Council Minutes dated February 12, 1990, Page 9, in paragraph one <br />$5,000.00 should read $55,000.00. There being no further corrections, <br />the minutes were accepted as presented. <br />City Manager'Malone announced the first item on the agenda was receipt <br />of reports from Committees, Boards and Commissions. City Manager <br />Malone advised the minutes of the Contractual Water Service Committee, <br />Paris /Lamar County Health Board, and Paris Public Library Advisory <br />Board had been furnished the Council-with no action being required. <br />Donnie McHam representing the Archers for Christ appeared before the <br />Council with a proposal for a lease for hunting rights on Lake Crook. <br />Mr. McHam said there was approximately 1,000 acres being hunted with <br />bow and arrows and shot guns, and suggested that the Archers for Christ <br />lease this area for archery. Mr. McHam presented a petition with this <br />request from the people who would be using the land for hunting with <br />bow and arrows. The lease that they would like to have would come to <br />the area of the Caviness Road, Highway 79 through the Caviness Road, <br />going back to the clearing that goes through to Highway 79, and the <br />north side of the lake, which is a narrow strip that runs through pass <br />the two bridges pass. the Old Caviness Road. Mr. McHam said the new <br />city limits comes to the Old Caviness Road which covers the entire Lake <br />Crook area. Mr. McHam asked the question if this area is in the City <br />limits of Paris, does Code of Ordinance, Section 21 -5, Discharging <br />Firearms, and Section 23 -29, Hunting or Discharging Firearms at Lake <br />Crook, apply to the Lake Crook Area. Mr. McHam said he had been told by <br />the pol.ice.today that it did apply. Mr. McHam told the Council Archers <br />for Christ represents approximately 175 archers in this area, that you <br />would only have to be a member of the club to hunt, they have control <br />methods, and the club keeps the area clean as possible. <br />Mayor Clifford referred this request to city staff for their study and <br />recommendation, and requested a report at the next regular council <br />meeting. <br />Mr. Pete Young representative of the Gibraltar Hotel appeared before <br />the Council requesting an extension of time on the Hotel.
