MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 5, 1990 <br />The City Council of the City of Paris met in regular session, Thursday, <br />April 5, 1990, 5:15 P. M. City Council Chamber, City Hall, Paris, <br />Texas. Mayor Eric S. Clifford called the meeting to order with the <br />following Councilmen present: Travis Wortham, E. W. (Bill) Booth, and <br />William E. (Bill) Davidson. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. Councilman Curtis Fendley, Councilman Marshall H. Kent, <br />Jr., and Councilman Rondie Williams were absent. <br />Joe McCollum, Director of Community Development, was present and <br />presented the minutes of the Planning and Zoning Commission's meeting <br />held April 2, 1990, and attached hereto as part of these minutes as <br />Exhibit A. <br />Mayor Clifford declared the public hearing open on the petition of <br />Melba Philley for a change in zoning from a Multi- Family Dwelling <br />District No. 1 (MF -1) to a Neighborhood Service District (NS) on Lot <br />13, City Block 158 located at 959 S. Main Street. <br />Mayor Clifford called for proponents to appear, and Mrs: Melba Philley <br />came forward presenting a petition signed by 22 residents in the area. <br />Mrs. Philley advised she and her daughter plan to operate a craft shop, <br />at this location, and the only change would be to widen the driveway in <br />order to provide more parking. Mrs. Philley said the appearance of the <br />house would not be change. Mrs. Philley pointed out that some of the <br />older houses in the area were rundown and vacant, that she felt this <br />would improve the value of other property in the vicinity. Mrs. <br />Philley encouraged the Council to take this matter into consideration, <br />and expressed her appreciation. <br />Mayor Clifford called for opponents to appear, and Mrs. Francis Ellis, <br />1003 S. Main, appeared before the Council speaking in opposition to the <br />zoning change. Mrs. Ellis said this was one of the oldest parts of the <br />City of Paris and felt it should be preserved. Mrs. Ellis presented a <br />petition with - thirteen signatures of property owners objecting to the <br />zoning change. Mrs. Ellis gave brief history of the area, and of the <br />house in question, and further requested the Council to leave the <br />zoning as Multi- Family. <br />Geraldine Smith, 39 E. Long Street, also appeared before the Council in <br />opposition to the zoning change stating she did not want any businesses <br />in the neighborhood. <br />"Betty Lynch, 911 S. Main Street, was present stating she was not in <br />opposition to the Craft Shop, but was opposed to the fact that Mrs. <br />Philley was not going to live in the house. <br />Karen Lodes, 840 S. Main Street, appeared before the Council telling <br />the Council she lives in her mothers home, that there were so many <br />widows living alone, she feared the crime rate would increase with the <br />
