City Manager Malone presented a request for water to be provided by <br />Lamar County Water Supply District from Robert Bost in the gray area. <br />A motion was made by Councilman Booth, seconded by Councilman Wortham <br />-approving water service for Robert Bost. The motion carried 6 ayes, 0 <br />nays. <br />City Manager Malone called for consideration of and action on <br />authorizing the preparation of an ordinance amending Ordinance 89 -012 <br />as it relates to 264 South Main Street, Lot 6, Block 178 -A (Gibraltar <br />Hotel). <br />After discussion, a motion was made by Councilman Booth authorizing the <br />preparation of an ordinance amending Ordinance 89 -012 granting the <br />owners of the Gibraltar Hotel located at 264 South Main Street a six <br />month extension effective March 12, 1990. The motion was seconded by <br />Councilman Kent, and carried 6 ayes, 0 nays. <br />Bill Bone, 580 33rd S. E., appeared before the Council questioning the <br />Council about the time period of the Contract with the Visitor and <br />Council Committee, the operation of the proposed civic center, and <br />further questioned the Council regarding the use of taxes in the <br />operation of the civic center. Mr. Bone stated that he had worked on <br />this project while he was a member of the Council, and in his checking <br />on civic centers in the state, he had not found one twat could operate <br />on its own. Mr. Bone said his main concern was that tax dollars could <br />possibly be involved in the operation of a civic center. <br />Mayor Clifford advised Mr. Bone that the time period of the contract <br />with the Visitor and Convention Committee was for a term of five <br />years. Mayor Clifford also told Mr. Bone that the City would have <br />responsibility of funding the operation of the civic center in the <br />event the Hotel /Motel Tax is not adequate. Mayor Clifford pointed out <br />that the City of Mt. Pleasant has never spent ad valorem tax on their <br />civic center. Mayor Clifford advised the Visitor and Convention <br />Council has approximately $450,000.00, and they do not plan to start <br />construction until the have $1,500,000.00. <br />Mayor Clifford announced that the Council would go into executive <br />session, and declared the regular session closed, and the executive <br />session open. <br />Legal matters were discussed with the City Attorney. <br />Mayor Clifford declared the executive session closed, and the regular <br />session open. <br />There being no further business, the meeting adjourned. <br />ERIC S.
