City Attorney Haynes presented a resolution designating a drainage <br />project on Big Sandy Creek Tributary No. 4 and Big Sandy Creek <br />Tributary No. 6 beginning at the North wall of the Simpson Street <br />culvert north approximately 100 feet, thence east to the West wall of <br />the 26th Street S. E. culvert and approving the plans for the same, and <br />authorizing advertisement for bids. <br />Rev. Othoe Stegall was present stating when the 16 foot wide culvert is <br />installed in the five hundred block of 26th S. E., and water from <br />Collegiate Street will increase water flow to the narrow drainage ditch <br />on the north side of his property, as well as on the south side of <br />Virginia Jacksons property. Mr. Stegall requested that the narrow <br />ditch be widened all the way to the drainage ditch that runs behind his <br />property, then the drainage ditch be widened to the culvert on Simpson <br />Street. Mr. Stegall told the council he feels this would eliminate the <br />bottle neck which is already there. Mr. Stegall also told the council <br />that during a heavy rain water would come up into his and Ms. Jacksons <br />yard, and feels if this is not corrected their houses would flood, and <br />further requested to go ahead with this project. <br />Councilman Booth advised the Council he has been out there and looked <br />at the situation on several occasions with Rev. Stegall, and City <br />Engineer, Earl Smith., and the City Engineer and himself feels that it <br />would be best to go from Buttermilk Creek down to Simpson Street, that <br />part be widened, go back up where we are fixing Culbertson and Hubbard <br />Streets,.when it comes down off of Hubbard Street it comes in behind <br />Mrs. John Willie Biard's house, makes a 45 degree turn west, it goes <br />with her lot and makes another 45 degree turn left and goes on into the <br />creek. We decided this morning that it would be better to go in behind <br />Mrs. Biard's house and clean the trash out, and if necessary widen that <br />all the way from where it comes down south and goes west, and from west <br />it goes south again, and at the present time do not do what the Rev. <br />Stegall has requested. We will take into consideration the area behind <br />Rev. Stegall's house down to Simpson. <br />City Attorney asked if the Simpson Street culvert is to be enlarged in <br />the proposed project. <br />Councilman Booth advised that it has already been enlarged. <br />Mr. Stegall stated the Simpson Street culvert has not been enlarged, <br />you have two tunnels that goes under the culvert, and it is higher than <br />the ditch, the ditch that comes down behind his property is narrow and <br />
