it comes up and the culvert is wider than the ditch causing a bottle <br />neck, and when they widen this creek below Simpson Street South, it was <br />allocated then that it would go on up to Culbertson Street. <br />Earl Smith, City Engineer, was present stating what Councilman Booth <br />has suggest is good, but we would need to also widen the ditch behind <br />Rev. Stegall's house. <br />After further discussion, a motion was made by Councilman Booth to turn <br />down the resolution. the motion was seconded by Councilman Wortham and <br />failed with a 3 ayes, 3 nays vote. <br />City Manager Malone informed the Council that the Annual Audit Report <br />for fiscal year 1988 -89 from Wells, Billman & Associates has been <br />included in the packet, that representatives are present if the Council <br />has any questions. <br />A motion was made by Councilman Fendley, seconded by Councilman Kent <br />accepting the Annual Audit Report for fiscal year 1988 -89. The motion <br />carried 6 ayes, 0 nays. <br />City Manager Malone called for consideration and action on authorizing <br />the preparation of an ordinance amending Subdivision Ordinance No. 1315 <br />to require all subdivisions to have alleys and all utilities to be <br />place in the alleys. <br />Councilman Booth told the Council he feels that in the future that <br />when new Subdivisions are open up, we need to have alleys built in. <br />Mayor Clifford said we were closing alleys in Paris now, that you see <br />alleys in places like Dallas where there is a lack of land and open <br />spaces where you have 80 to 75 foot front building lots, and we really <br />are not under land restraint. Texas Electric has made a commitment to <br />go underground with their utilities to a large extent, and our water <br />and sewer lines in Paris are placed in the right of way. <br />Mr. Booth agreed with what Mayor Clifford said, but Mayor Clifford is <br />on the other side of the fence as a developer, but said somehow we have <br />got to make Paris a town instead of a country town. <br />After discussion, a motion was made by Councilman Booth authorizing the <br />preparation of an Ordinance amending Subdivision Ordinance No. 1315 <br />requiring all subdivisions to have alleys and all utilities to be place <br />in the alleys. The motion failed for lack of a second. <br />City Manager Malone called for consideration of and action on <br />authorizing the preparation of an Ordinance amending Section 28 -8(f) of <br />the City of Paris Code of Ordinances prohibiting billboard signs inside <br />the Loop right -of -way of Loop 286. <br />Councilman Booth said he had also request this be place on the agenda <br />for consideration. Councilman Booth stated he feels this is necessary, <br />that we do not need large billboard signs place in the City of Paris. d <br />
