Address to Paris City Council Monday, January 8, 1990 <br />6:00 PM <br />Mayor Clifford and Members of the Council: <br />My name is Rosalio R. Salas, I reside at 205 - 10 th Street <br />Northeast. <br />I would like to share some information with the Council from <br />a recent visit with H.U.D. administrators and to express my <br />personal concern and advice regarding proposed public housing <br />units. <br />On December 28 and 29, 1989, I spoke with John Eubanks and <br />several staff personnel. Mr. Eubanks, who heads up the <br />Desegregation Coordination Office, communicates between Judge <br />Justice and H.U.D. <br />I wanted to know if the Mayor, Council, and People could <br />communicate with H.U.D. aside from channeling through the <br />P.H.A. Also I wanted to know if it was necessary to build <br />projects. <br />Many other cities besides Paris are involved in providing <br />housing for the economically disadvantaged. Usually these <br />cities utilize the expertise of their Planning and Zoning <br />Boards as well as the wisdom of their City Councils and <br />Officials in coordination with their Housing Authorities to <br />locate housing units.,.Mr. Eubanks is aware of the lack of <br />coordination of these resources in Paris and stated concern <br />and recommended that citizens encourage a unified effort. <br />Written reports on the suitability of proposed sites from <br />groups other than the P.H.A. are not only acceptable, but are <br />encouraged, as they provide H.U.D. with a more complete <br />analysis of the situation. In other words, it is appropriate <br />for the Housing and Zoning people as well as the City Council <br />and Mayor and citizens, in groups or as individuals, to <br />submit site data to H.U.D. as well as to P.H.A. Such data <br />will be given equal weight. <br />It is possible to change the method of providing housing. <br />The Mayor and City Council can opt to provide housing <br />alternatives to projects. Section 8 and rent <br />voucher /certificate programs are available if you only ask <br />for them. \Projectization was the acceptable choice in the <br />1950s, but sociological advances over the last 40 years have <br />shown projects to be a poor choice and they are no longer <br />preferred by H.U.D. <br />n <br />
