MINUTES OF THE PLANNING AND ZONING COMMISSION FEBRUARY 5, 1990- The Planning and Zoning Commission met in regular session Monday, February 5, 1990 at 7:00 P.M. in the Council Room,- City Hall, Paris, Texas with the following members present: 1. Billy Joe Burnett, Chairman 2. Nadine Ausbie 3. Reeves Hayter 4. Jerry Newberry 5. Dorothy Smith Also present were T.K. Haynes, City Attorney, Earl Smith, City Engineer and Joe McCollum, Director of Community Development. Chairman Burnett called the meeting to order and the minutes of January 2, 1990 were approved as presented. Chairman Burnett declared the public hearing open on the petit-ion of Sam Bolton for a change in zoning from an Agricultural District (A) to a Commercial District (C) and Specific Use Permit -Auto Fuel Sales (49) on part of Lot 1, City Block 341 located on the southeast corner of Loop 286 S.E. and Church Street. Mr. Bolton was present and told the Commission of his plans to build a convenience store with fuel sales at this. location. He said it would be similar to his store on North Main and Loop 286 N.E. There was no one else present to speak on the matter and the public hearing was closed. Following discussion, a motion was made by Ms. Ausbie, seconded by Mr. Newberry, to recommend approval of the zoning change. The motion carried 5 ayes, 0 nays. The Final Plat of Lot 2, City Block 126 was recommended for approval subject to the exceptions listed in City Engineer's Memorandum dated February 5, 1990, marked Exhibit A and attached hereto and with the further stipulation that 10 feet of right of way be dedicated along 7th S.W. instead of the 5 feet shown. The motion was made by Ms. Ausbie, seconded by Ms. Smith and carried 5 ayes, 0 nays. The Commission next entered into a discussion of the Master Plan and Zoning Ordinance update with the City Attorney. It was determined that Mr. McCollum would provide maps, at the next meeting, showing the 5 mile area outside the City Limits - -which would be included in the planning area. An outline of what elements should be included in the plan is also to be provided.
