MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />FEBRUARY 5, 1990- <br />The Planning and Zoning Commission met in regular session Monday, <br />February 5, 1990 at 7:00 P.M. in the Council Room,- City Hall, Paris, <br />Texas with the following members present: <br />1. Billy Joe Burnett, Chairman <br />2. Nadine Ausbie <br />3. Reeves Hayter <br />4. Jerry Newberry <br />5. Dorothy Smith <br />Also present were T.K. Haynes, City Attorney, Earl Smith, City Engineer <br />and Joe McCollum, Director of Community Development. <br />Chairman Burnett called the meeting to order and the minutes of January <br />2, 1990 were approved as presented. <br />Chairman Burnett declared the public hearing open on the petit-ion of <br />Sam Bolton for a change in zoning from an Agricultural District (A) to <br />a Commercial District (C) and Specific Use Permit -Auto Fuel Sales (49) <br />on part of Lot 1, City Block 341 located on the southeast corner of <br />Loop 286 S.E. and Church Street. <br />Mr. Bolton was present and told the Commission of his plans to build a <br />convenience store with fuel sales at this. location. He said it would <br />be similar to his store on North Main and Loop 286 N.E. <br />There was no one else present to speak on the matter and the public <br />hearing was closed. <br />Following discussion, a motion was made by Ms. Ausbie, seconded by Mr. <br />Newberry, to recommend approval of the zoning change. The motion <br />carried 5 ayes, 0 nays. <br />The Final Plat of Lot 2, City Block 126 was recommended for approval <br />subject to the exceptions listed in City Engineer's Memorandum dated <br />February 5, 1990, marked Exhibit A and attached hereto and with the <br />further stipulation that 10 feet of right of way be dedicated along 7th <br />S.W. instead of the 5 feet shown. The motion was made by Ms. Ausbie, <br />seconded by Ms. Smith and carried 5 ayes, 0 nays. <br />The Commission next entered into a discussion of the Master Plan and <br />Zoning Ordinance update with the City Attorney. It was determined that <br />Mr. McCollum would provide maps, at the next meeting, showing the 5 <br />mile area outside the City Limits - -which would be included in the <br />planning area. An outline of what elements should be included in the <br />plan is also to be provided. <br />
