The Planning and Zoning Commission met in regular session Tuesday, <br />January 2, 1990 at 7:00 P.M. in the Council Room, City Hall, Paris, <br />Texas with the following members present: <br />1. Billy Joe Burnett, Chairman 5. Jacob Hildreth <br />2. Nadine Ausbie 6. Jerry Newberry <br />3. Mike Copeland 7. Ronnie Nutt <br />4. Reeves Hayter 8. Kyle Perry <br />Also present were Earl Smith, City Engineer and Joe McCollum, Director <br />of Community Development. <br />Chairman Burnett called the meeting to order and the minutes of the <br />last meeting were approved as presented. <br />Chairman Burnett declared the public hearing open on the petition of <br />Carles Sterling for a change in zoning from a General Retail District <br />(GR) to a General Retail District (GR) and Specific Use Permit - <br />Billboard Sign (52) on lot 2, City Block 286 located on the Northwest <br />corner of Lamar Avenue and N: Collegiate Drive. <br />Mr. Sterling was present and told the Commission he wanted to install a <br />..single pole steel billboard sign on the east side of the convenience <br />store on the property. He said the sign would be situated to be read <br />from the north or south on Collegiate Drive and would be the standard <br />size and height. <br />Buryl Whitaker, property owner adjacent to the north, questioned <br />whether a billboard sign would be an asset to the business district <br />there. He also questioned the size and height of the sign and was <br />concerned about it, blocking future development. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion, a motion was made by'Mr. Copeland, seconded by <br />Ms. Ausbie, to recommend approval of the petition. The motion carried <br />6 ayes, 2 nays. Mr. Hayter and Mr. Hildreth voted nay. <br />Chairman Barnett opened the public hearing on the petition of Jericho <br />Properties for a change in zoning from a Two Family Dwelling District <br />(2F) to a Neighborhood Service District (NS) on Lots 4, 5, 6, 7 & 8, <br />Block 3, Marysville Addition located at 970 12th S.E. <br />David Conder, one of the property owners, --told —the -- Commission that the <br />_ former Church buildings were vacant and of no value to anyone under its <br />current zoning classification. He said the requested zoning would <br />allow it to be utilized as a day care center for children and as an <br />office for a nursing service. <br />
