Carles Sterling, 952 S.E. 13th spoke in favor saying that an occupied <br />building would be an asset to the neighborhood. <br />Pat Bazzani, owner of the house west of the building, also spoke in <br />support. <br />John Grabbert, owner of Red River Health Care, said that the proposed <br />child care and nursing service use would not be a threat to the <br />neighborhood. <br />J. M. Fisher, 1105 Cedar, spoke in opposition to the zoning change, <br />saying that no one objected to the day care /nursing service but were <br />concerned about future use of the property if it was zoned Neighborhood <br />Service. He said he spoke for several neighbors who were sick with the <br />flu and could not attend the hearing. <br />Chairman Burnett closed the public hearing and discussion followed. <br />Mr. Hayter said it was too large a tract for Neighborhood Service <br />zoning. <br />Mr. Copeland.ask if a deed restriction might control the use. <br />Other zoning possibilities were discussed along with tabling of the <br />petition. <br />The applicant requested that it not be tabled. <br />After discussion. Mr. Hayter moved to recommend denial of the <br />petition. Mr. Hildreth seconded the motion which carried 6 ayes, 2 <br />nays. Mr. Burnett and Mr. Nutt voted nay. <br />Chairman Burnett declared the public hearing open to consider a change <br />in zoning from a Heavy Industrial District (HI) to a Public Lands and <br />Institutions District (PLI) on Lot 14, City Block 156 and Lot 1, City <br />Block 156 -A, located between 1st S.W. and 3rd S.W. on both sides of <br />Brown Avenue. <br />Mr. McCollum, speaking for the City, said the City Council had called <br />hearings to apply proper zoning on the land which is the proposed Lamar <br />County Jail Site. He pointed out that the the PLI zoning-would be <br />better for the residents around the area because it would be restricted <br />to public uses. <br />Don Wilson, industrial property owner in the area, spoke in support of <br />the zoning while expressing concern with traffic flow to and from his <br />facility. <br />Pete Wilkerson, 1114 S. Main Street spoke in support also. <br />Sandra McGregor, 854 S. Main, had questions about size if proposed jail <br />and future expansion. She was directed to the Lamar County <br />Commissioners Court for answers to her questions. <br />r <br />
