MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 12, 1990 <br />The City Council of the City of Paris met in regular session, Monday <br />February 12, 1990, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Eric S. Clifford called the meeting to order with the <br />following Councilmen present: Travis Wortham, Marshall H. Kent, Jr., <br />E. W. (Bill) Booth and William E. (Bill) Davidson. Councilman Curtis <br />S. Fendley and Councilman Rondie Williams were absent. Also present <br />was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and <br />City Clerk, Mattie Cunningham. <br />Invocation was given by Reverend Ron Byers, Minister of Fellowship <br />Baptist Church and Police Chaplain. <br />Mayor Clifford asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />City Manager Malone announced the first item on the agenda was receipt <br />of reports from Committees, Boards and Commissions. City Manager <br />Malone advised the minutes of the Airport Advisory Board meeting had <br />been furnished the Council, that the Mayor has written a letter to the <br />Texas Department of Aviation applying for a low interest loan for <br />construction of six closed hangers at Cox Field Airport in the amount <br />of $100,000. <br />Minutes of the Paris /Lamar County Health Board, and Paris Public <br />Library Advisory Board were also furnished with no action being <br />required. City Manager Malone did inform the Council that the <br />circulation at the Library to date, over last year, was a 5.5% <br />increase. The new collection protection system was working very well, <br />and preparations for the Jerry Bywaters art display was progressing <br />very well. <br />City Manager Malone called for consideration of and action on <br />authorizing preparation of an ordinance revising Section 31 -65 (b) of <br />the Code of Ordinances revising the Traffic - Control Map providing for <br />stop signs at Oak Creek Drive at North Collegiate and 10th Street S. E. <br />and Woodlawn stopping traffic eastbound at 10th Street S. E. as <br />recommended by the Traffic Commission. A motion was made by Councilman <br />Kent, seconded by Councilman Booth authorizing preparation of an <br />ordinance providing for stop sign at Oak Creek Drive at North <br />Collegiate, and at 10th Street S. E. and Woodlawn stopping traffic <br />eastbound at 10th Street S. E. The motion carried 5 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on <br />authorizing preparation of an ordinance revising Section 31 -65 (b) of <br />the Code of Ordinances revising the Traffic - Control Map providing for <br />Handicap Parking in the 10 block of Lamar Avenue on the north side of <br />the Street as recommended by the Traffic Commission. A motion was made <br />by Councilman Kent, seconded by Councilman Booth for preparation of the <br />ordinance. The motion carried 5 ayes, 0 nays. <br />
