MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL March 9, 1989 The City Council of the City of Paris met in regular session, March 9, 1989, 5:15 P. M., Exhibits Building, Fairgrounds, Paris, Texas. Mayor Eric S. Clifford called the meeting to order with the following Councilmen present: Curtis Fendley, Marshall H. Kent, Jr., E. W. (Bill) Booth, William E. (Bill) Davidson, and Rondie Williams. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Joe McCollum, Director of Community Development, appeared before the Council. and presented the minutes of the Planning and Zoning Commission's meeting held on March 6, 1989, and attached hereto as part of these minutes as Exhibit A. Mayor Clifford declared the public hearing open on the petition of Jesse L. Mathis for a change in zoning from a One Family Dwellin District No. 3 .(SF -3) to a One Family Dwelling District No. 3 (SF -3? and Specific Use Permit - Lodge (17) on the East 1/2 of Lots 2 and 4, Block 0, East Park Addition located on the southwest corner of Hickory Street and 12th N. E. Mayor Clifford called for proponents to appear, and none appeared. Mayor Clifford called for opponents to appear, none appeared, and the public hearing was declared closed. A motion was made by Councilman Fendley, seconded by Councilman Kent for approval of the .zoning change, and called for the preparation of an ordinance to be presented at the next regular council meeting. The motion carried 6 ayes, 0 nays. Mayor Clifford declared the public hearing open on the petition of Carles Sterling for a change in zoning from a General Retail District (GR) to a General Retail District (GR) and Specific Use Permit - Billboard Sign on Lot 2A, City Block 315 located at 3377 N. E. Loop 286. Mayor Clifford called for proponents to appear and Mr. Carles Sterling appeared before the Council on behalf of his petition stating he wanted to place a single pole billboard sign on this lot. Mayor Clifford called for opponents to appear, none appeared and the public hearing was declared closed. A motion was made by Councilman Booth, seconded by Councilman Williams for approval of the zoning change, and called for the preparation of an ordinance to be presented at the next council meeting. The motion carried 6 ayes, 0 nays. Mayor Clifford declared the public hearing open on the petition of Ronnie Thrasher for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a Multi- Family Dwelling District No. I (MF -1) on Lot 5, City Block 213 located at 1951 W. Sherman St.
