90-L <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MARCH 6, 1989 <br />The Planning and Zoning Commission met Monday, March 6, 1989 at.7:00 <br />P.M. IN THE Exhibits Building, Fairgrounds, Paris., Texas with the <br />following members present: <br />1. <br />Freddy Swaim - Chairman <br />5. <br />Reeves Havter <br />2. <br />Nadine Ausbie <br />6. <br />Jacob Hildreth <br />3. <br />Billy Joe Burnett <br />7. <br />Ronnie Nutt <br />4. <br />Mike Copeland <br />8. <br />Kyle Perry <br />Also present were T.K Haynes, City Attorney, Earl Smith, City Engineer <br />and Joe McCollum, Director of Community Development. <br />.Chairman Swaim called the meeting to order and the minutes of February.. <br />6, 1989 were approved as presented. <br />The Final Plat of Lot 3, City Block 289 was recommended for approval on <br />motion by Mr. Nutt, seconded by Mr. Perry, subject to the:exceptions <br />listed in City Engineer's Memorandum dated March, 6, 1989'marked <br />Exhibit A and attached hereto. Motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of. <br />Jesse Mathis for a change in zoning from a One Family Dwelling District <br />No. 3 (SF -3),to a One Family Dwelling District No. 3 (SF -3) and <br />Specific Use Permit - Lodge (17) on the East 1/2 of Lots "2 and 4, Block <br />0, East Park Addition located on the southwest corner of Hickory Street <br />and 12th N.E. <br />Mr. Mathis was present and said he was Secretary of the Olive Branch <br />Lodge #19 and the Lodge proposes to place a building on this property <br />for a meeting place. <br />No one else was present to speak for or against the petition. <br />Mr. Mathis was questioned about the size of the lot and building and <br />the provision of off street parking. <br />The public hearing was closed and following discussion, a motion was <br />made by Mr. Perry, seconded by Ms. Ausbie, to recommend approval of the <br />petition. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim opened the public hearing on the petition of Carles <br />Sterling for a change in zoning from a General Retail District (GR) to <br />a General Retail District (GR) and Specific Use Permit- Billboard Sign <br />on Lot 2A, City Block 315-located at 3377 N.E. Loop 286. <br />Mr. Sterling stated he wanted to place a single pole billboard sign on <br />this lot between the East Gate Center and the Loop Truck Stop. <br />Discussion was held concerning state and local sign requirements on <br />billboards and Mr: Hayter expressed concern that an- additional sign may <br />distract motorist near an already dangerous intersection. <br />
