90-L MINUTES OF THE PLANNING AND ZONING COMMISSION MARCH 6, 1989 The Planning and Zoning Commission met Monday, March 6, 1989 at.7:00 P.M. IN THE Exhibits Building, Fairgrounds, Paris., Texas with the following members present: 1. Freddy Swaim - Chairman 5. Reeves Havter 2. Nadine Ausbie 6. Jacob Hildreth 3. Billy Joe Burnett 7. Ronnie Nutt 4. Mike Copeland 8. Kyle Perry Also present were T.K Haynes, City Attorney, Earl Smith, City Engineer and Joe McCollum, Director of Community Development. .Chairman Swaim called the meeting to order and the minutes of February.. 6, 1989 were approved as presented. The Final Plat of Lot 3, City Block 289 was recommended for approval on motion by Mr. Nutt, seconded by Mr. Perry, subject to the:exceptions listed in City Engineer's Memorandum dated March, 6, 1989'marked Exhibit A and attached hereto. Motion carried 8 ayes, 0 nays. Chairman Swaim declared the public hearing open on the petition of. Jesse Mathis for a change in zoning from a One Family Dwelling District No. 3 (SF -3),to a One Family Dwelling District No. 3 (SF -3) and Specific Use Permit - Lodge (17) on the East 1/2 of Lots "2 and 4, Block 0, East Park Addition located on the southwest corner of Hickory Street and 12th N.E. Mr. Mathis was present and said he was Secretary of the Olive Branch Lodge #19 and the Lodge proposes to place a building on this property for a meeting place. No one else was present to speak for or against the petition. Mr. Mathis was questioned about the size of the lot and building and the provision of off street parking. The public hearing was closed and following discussion, a motion was made by Mr. Perry, seconded by Ms. Ausbie, to recommend approval of the petition. The motion carried 8 ayes, 0 nays. Chairman Swaim opened the public hearing on the petition of Carles Sterling for a change in zoning from a General Retail District (GR) to a General Retail District (GR) and Specific Use Permit- Billboard Sign on Lot 2A, City Block 315-located at 3377 N.E. Loop 286. Mr. Sterling stated he wanted to place a single pole billboard sign on this lot between the East Gate Center and the Loop Truck Stop. Discussion was held concerning state and local sign requirements on billboards and Mr: Hayter expressed concern that an- additional sign may distract motorist near an already dangerous intersection.
