900 <br />sewer mains to serve the school and doubted that such participation <br />would have been done if they had known that a residential project would <br />be proposed for this site. Mr. McLaughlin also presented petitions for <br />each client he was representing. <br />John Brooks, Superintendent of Chisum Schools, appeared before the <br />Council expressing the opposition of the school district. Mr. Brooks <br />introduced Mr. J. 0. Creighton, President of the Board of Trustee for <br />the Chisum Independent School District. <br />Mr. Creighton presented a petition of the Board of Trustees of the <br />Chisum Independent School District expressing their concern and <br />opposition to the proposed housing site adjoining the Chisum High <br />School. Mr. Creighton expressed their concern in the loss of any <br />valuable property industrially zoned which produces tax revenue to the <br />school district. Mr. Creighton said if this proposed housing project <br />is actually built on this site it will result in a complete loss of <br />revenue for the property along with an increase level of expenditure in <br />the district to educate the children that will be living there. <br />John Robert Espy, Treasurer for the Farm Bureau, appeared before the <br />council voicing the concern of the Farm Bureau because of devaluation <br />of their property if the housing project was built next to them. <br />Ralph Taylor, 2710 S. E. 3rd, appeared before the Council stating he <br />was a resident of the area that he had purchased his property fifteen <br />years ago, and did not want a housing project in the area. Mr. Taylor <br />asked those in the audience to stand who were opposed to the project, <br />and approximately 75 people stood. <br />Weldon Houchins, 2510 S. E. 3rd, appeared before the council telling <br />them he owns twenty acres which his intention is to develop. Mr. <br />Houchins said his property would be devalued if the housing project was <br />built. <br />William E. Thomas, Sr. was present and spoke against the housing <br />project. Mr. Thomas said he had spend a lot of money on church street, <br />and if he had known there could possibly be a housing unit built in the <br />area, he would not have done so. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilman Fendley, seconded by Councilman Kent to <br />deny the zoning petition of the Becky McDowell. The motion carried 4 <br />ayes, 2 nays, Councilman Williams, and Mayor Clifford voting nay. <br />Joe McCollum, Director of Community Development, advised that no action <br />was needed on the Master Plan as there was no recommendation from the <br />Planning and Zoning Commission. <br />City Attorney Haynes presented the following petition for rezoning: <br />Jess Freer, Lot 10, City Block 204, from SF -2 District to Neighborhood <br />Service District with all answers to the four questions being yes. <br />Mayor Clifford referred the petitions to the Planning and Zoning <br />Commission for their study and recommendation and called for a public <br />hearing for April 6, 1989. <br />There being no further business, th e i I adjourned. <br />ERIC S.
