PAGE 3 <br />Chairman Swaim opened the public hearing on the petition of Melvin <br />D. Abbott for a change in zoning from-a One Family Dwelling District No. <br />2 (SF -2) to a One Family Dwelling District No.13'(SF =3) and Specific <br />Use Permit - Mobile Home (39) on part of Lot 12, City Block 309 located <br />on the south side of Brown Avenue, 135 feet. west`ofvl9th S.W. <br />Mr. and Mrs. Abbott appeared and stated they wanted -to place a Mobile <br />home on the property for two or:three years withplans-to construct a <br />house at a later date. He said there was an existing storage building <br />on the back part of the lot. <br />i <br />Several area homeowners spoke in opposition to(the proposed Mobile home <br />including Troy McDaniel, Norman Falls, Lawton Cooper, James Nash, <br />Thomas Hodges, Sandra Anderson and Jerry Newberry....'Jhey objected to <br />the Mobile home saying it would devalue their homes; and be an eyesore <br />in a neighborhood of brick homes. A petition was'-_submitted signed by <br />13 neighborhood residents opposing the change.; <br />No one else spoke and the public hearing was closed. <br />Following discussion, a motion was made by Mr—Burnett, seconded by Mr. <br />Copeland to recommend denial of the change. Themotion' carried 8 ayes, <br />0 nays. <br />Chairman Swaim declared the public hearing open on the petition of <br />Becky McDowell for a change in zoning from a Light Industrial District <br />(LI) to a Public Lands and Institutions District(PLI) on part of Lot <br />2, City Block 339, located on the south side of.Loop 286 S.W. <br />approximately 550 feet west of 7th S.W. <br />Mr. Copeland asked to be excused due to conflict. -�,A motion was made <br />by Mr. Burnett, seconded by Mr. Nutt to excuse':Mr. Copeland. The <br />motion carried 7 ayes,. 0 nays and Mr. Copeland left the meeting. <br />Ms. McDowell represented the Paris Housing.Authority inthe petition <br />and told of their plans to utilize a $2.5.milliion grant-'from HUD to <br />construct 50 units of housing on this 12.7 acre site. She said the <br />Housing Board had listened to comments from citizens in two hearings <br />and had selected this site due to it's location away from established <br />residential areas. She went onto say that the project would not <br />affect industrial development since it is located next to-the Chisum <br />School property and that utilities are available` <br />Citing the need for more public - housing units 11she said that there were <br />470 names on their waiting list -for housing. :She said that with'the 50 <br />new units and other programs such as section 8 Rental Assistance, most <br />of this need can be met. <br />She said that 20 -25 sites had been proposed and that after considering <br />every issue raised, this site was selected. <br />i <br />t, <br />.. �t..x,. 7F .. .Ft�;: i,.'rf .:.
