{ <br />MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PARIS <br />January 13, 1986 <br />The City Council of the City of Paris met in regular session, Monday <br />January 13, 1986, 7;00 P. M. Mayor Fisher called the meeting to order <br />with the following Councilmen present; Walter F. Williams, Billy J. <br />Burnett, Jeff Hoog, Mike Folmar, Donald 6. Wilson, and W. C. Francis. <br />Also present were City Manager, David H. Doty, City Attorney, T. K. <br />Haynes, and City Clerk, Mattie Cunningham. <br />Prayer was offered by Dr. William Simmons, Minister, Ramseur Baptist <br />Church, <br />Mayor Fisher asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Ken Purdy, 580 Laurel Lane, Community Service Director of the Rotary <br />Club of Paris appeared before the Council stating that the Rotary Club <br />had voted to underwrite a public fireworks display at Noyce Stadium on <br />July 4, 1986, that he had gone through the check list with the Police <br />Chief Charles Whitley, and that he had the approval of the Fire <br />Marshal. Mr. Purdy told the Council that approval had been made by the <br />Paris Jr. College for .conducting the fireworks display at Noyce <br />Stadium, and that there will also be a band concert that night and all <br />would be free to the public. Mr. Purdy said that the Rotary Club had <br />contacted the Atlas Enterprises Inc. of Ft. Worth, Texas, and the fee <br />paid to them.will include a $1,000,000. Liability Insurance coverage. <br />Virgil McFadden 801 West Washington appeared before the Council and <br />discussed drainage and wastewater in the area of his residence and <br />repairs he had made to a retaining wall, and requested payment of such <br />repairs. <br />Discussion was had with Mr. McFadden regarding a building permit at the <br />time his house was constructed. Mr. McFadden said he had a record of <br />the permit. The Council requested Mr. McFadden to bring the documents <br />in and requested that this item be placed on the next month's agenda as <br />an action item in order for the Council to make a decision. <br />Mrs. Fred Eatherly, 670 S. E. 26th appeared before the Council and <br />discussed sewer backing up in her home on August 3, 1985 and at their <br />business located on Lamar Ave. Mrs. Eatherly complained that both <br />claims had been denied by the City's Insurance Company, and that the <br />City's procedures were very poor in handling this type of situation. <br />City Attorney Haynes stated that when something of this nature happens, <br />the city crews are to notify the Police Department for their <br />investigation, that a report from the Police Department is then sent to <br />his office, and that he also receives a report from the Public Works <br />Department. These reports are used by his office to file claims with <br />the Insurance Company. <br />r <br />
