City Attorney Haynes gave a report on the progress of the Sign <br />Committee. <br />There being no further business, the meeting adjourned. 010 3 <br />JEFF H006, MAYOR PRO TEM <br />ATTEST: <br />MATTIE CUNNINGHAM, CITY C ERK <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />APRIL 7, 1986 <br />The Planning and Zoning Commission of the City of Paris met in regular session <br />Monday, April 7, 1986 at 7:00 P.M. in the Council Room, City Hall, Paris, Texas <br />with the following members present: <br />I. Freddy Swaim - Chairman 4. Kyle Perry <br />2. Jacob Hildreth 5. Dorothy Smith <br />3. Bruce McMonigle <br />Also present were Brandon Chaney, Interim City Engineer and Joe McCollum, Director <br />of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of March 3, 1986 were <br />approved as presented. <br />7 Chairman Swaim declared the public hearing open on the petition of Billy Joe Cullum <br />for a change in zoning from a Two Family Dwelling District (20 to a One Family <br />Dwelling District No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 4, <br />City Block 51 -B located on the northwest corner of Graham Street and 10th. N.W. <br />Mrs. Cullum was present and told the Commission that the mobile home would not be <br />detrimental to the neighborhood because of other things the City had allowed to <br />happen in the area. She presented pictures of the demolished ice house at Graham <br />and 11th. N.W. which has not been cleaned up and the salvage yard on 112th. N.14. <br />She went on to say that the mobile home would be rented out to supplement their <br />income. <br />There was no one present to oppose the petition. <br />Mr. McCollum presented a letter from Skipper Steely in opposition to the change. <br />He also advised the Commission that should the zoning be granted, the property <br />would have to be replatted to create a separate lot for the mobile home. <br />No one else spoke on the matter and the public hearing was closed. <br />The Commission discussed the matter and Mr. Hildreth stated that he was concerned <br />about the mobile home being strictly for rental purposes. He made a â–ºnotion to <br />recommend to the Council that the petition be denied. Mr. McMonigle seconded the <br />motion which carried 5 ayes, 0 nays. <br />jChairman Swaim opened the ublic hearing g on the petition of Fred Gibson for a <br />change in zoning from a Commercial District (C) to a One Family Dwelling District <br />No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 30, City Block 83 <br />located on the southeast corner of Shiloh Street and 10th. N.W. <br />Mrs. Pam Gibson was present and told the Commission that the lot was very small <br />(45'x85') and had had a mobile home on it as late as 1982 or 1983. She said it <br />had been damaged in the tornado and the lot had been vacant since that time. She <br />pointed out the existing mobile home just south of her lot which is zoned SF -3 with <br />a Specific Use Permit and others in the immediate area 'which had been there for <br />some time. <br />
