0134- Councilman Wortham entered the Council chambers and assumed his seat at the Council table. Mayor Burnett declared the public hearing open on the petition of John Clay for a change in zoning from a Two Family Dwelling District (2F) to a Light Industrial District (LI) on Lot 24, City Block 160 located on the Northwest corner of 5th Street S. E. and Jackson Street. Mayor Burnett called for proponents to appear and none appeared. Mayor Burnett called for opponents to appear and none appeared, and the public hearing was declared closed. After discussion, a motion was made by Councilman Folmar to table action on this item until final action has been made by the Planning and Zoning Commission. The motion was seconded by Councilman Bone and carried 7 ayes, 0 nays. Joe McCollum, Director of Community Development presented the Final Plat of Lot 4 -A, City Block 102A. David Tompkins, City Engineer appeared before the Council and discussed the final plat with the Council. Mr. Tompkins advised the Council that the property owner plans to construct a duplex on the lot, and recommended approval of the plat subject to the requirements of the City. A motion was made by Councilman Folmar to approve the plat subject to the requirements of the City Engineer. The motion was seconded by Councilman Hoog and carried 7 ayes, 0 nays. Mr. McCollum presented the final plat of Lot 16, Block 315. After discussion, a motion was made by Councilman Bone, seconded by Councilman Wortham to table action on the final plat until the developer submits a preliminary plat of the property as recommended by the City Engineer. The motion.carried 7 ayes, 0 nays. Mayor Burnett announced that the next item was consideration of and action on a Resolution abandoning a portion of a fifty foot easement on the East side of property owner by David Glass on Loop 286. City Attorney Haynes advised the Council that previously the City had declared that we did not need but a 20 foot easement and a Resolution was passed authorizing the other 30 feet be quick claimed back to the previous owner, and that a Title Company in Dallas has requested that we state our Resolution in a different manner and recommended that we table action on this matter until a new plat has been submitted to the City by the owner of the property. After discussion, a motion was made by Councilman Folmar, seconded by Councilman Wortham to table action on this matter until the plat has been filed with the City. The motion carried 7 ayes, 0 nays.
