Mayor Burnett called for the tabulations of <br />130,000 gallons of Asphalt Emulsion, and the <br />presented: <br />Koch Asphalt Company CRS -2 .5599 SS -1 <br />Texas Emulsions 1. .64 MS -2 <br />Riffe Petroleum Co. 91 .7015 " " <br />bids for approximately <br />following bids were <br />.5599 HRRS -2P 1.0440 <br />.64 .94 <br />.7015 .9915 <br />0147 <br />A motion was made by Councilman Folmar, seconded by Council Hoog to <br />accept the low bid of Koch Asphalt Company for furnishing approximately <br />130,000 gallons of Asphalt Emulsion. The motion carried 5 ayes, 0 nays. <br />Mayor Burnett announced that the next item was consideration and <br />actions on bids authorizing the contract for construction of drainage <br />improvements in the 1300 - 1400 Block of 34th N. E. <br />City Attorney Haynes advised the Council that the City has been unable <br />to procure the easement from Mr. Paul Landers necessary for the <br />construction project. <br />r— Paul Landers, 525 S. E. 42nd appeared before the Council and told the <br />Council that his mother currently owns the property, but is in the <br />process of deeding the property to him. Mr. Landers stated that this <br />property consist of 16 acres of pasture land and he has horses on the <br />land at this time. Mr. Lander stated that the pipe and concrete <br />structure is designed to spread the water, and is located in the middle <br />of his pasture. His first concern was for his horses being injured by <br />the concrete structure and his second concern was in future development <br />of the land. <br />John Buss, Director of Engineering appeared before the Council and <br />discussed the drainage easement and suggested placing a fence around <br />the concrete structure that will be located on Mr. Landers property as <br />this would keep the horses from being injured. <br />After considerable discussion, Councilman Francis made a motion to <br />table action on this matter and instructed the staff to report back to <br />the Council with options to the situation. The motion was seconded by <br />Councilman Folmar and carried 5 ayes, 0 nays. <br />Resolution No. 86 -041 authorizing and directing the Mayor, City of <br />Paris to execute a contract with the Four Thirteen, Inc. for Water <br />Treatment Plant Alum Sludge Disposal System was presented. A motion <br />was made by Councilman Folmar, seconded by Councilman Francis for <br />adoption of the Resolution. The motion carried 5 ayes, 0 nays. <br />
