0.63 Mayor Burnett declared the public hearing open on the petition of Danny Brockway for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a One Family Dwelling District No. 3 (SF -3) and Specific Use Permit Mobile Nome (39) on Lot 1, City Block 175 -A located at 1305 E. Grove Street, Joe McCollum, Director of Community Development, appeared before the Council and presented the: minutes of the Planning and Zoning Commission's meeting held on June 2, 1986 and attached hereto as part of these minutes as exhibit A. Mayor Burnett called for proponents to appear, and Danny Brockway told the Council he wanted to place his mobile home on the lot to be used as his residence. Mrs. Cecil Park also appeared saying that she had opposed the change and the Planning and Zoning Commission meeting, but had changed her mind after meeting the Brockways and determining that they were going to clean the lot up and live there. They both advised the Council of unsanitary conditions on the lot just east of the Brockway property. Mayor Burnett called for _opponents to appear and none appeared and the public hearing was declared closed. After discussion, Councilman Bone made a motion to approve the petition. Councilman Fo.l.mar seconded the motion which carried 7 ayes, 0 nays. Mayor Barnett declared the public hearing open on the petition of Judith R. Cobb for a change in zoning from a Two Family Dwelling District (2F) to a Neighborhood Service District (NS) on Lot 4, City Block 226 located at 2031 Clarksville Street. Mayor Burnett called for proponents to appear and Mrs. Cobb spoke saying that she had purchased the house for rental purposes and wanted the option to leasing for a small gift shop or office. Mayor Burnett called for opponents to appear and none appeared and the public hearing was declared closed.
