016: <br />Following discussion about spot zoning, a motion was made by Councilman <br />Hoog, seconded by Councilman Folmar to approve the petition. The <br />motion carried 7 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of D. <br />Wayne Brown for a change in zoning from a General Retail District (GR) <br />to a General Retail District (GR) and Specific Use Permit - Auto Fuel <br />Sales (49) on Lot 6 -C, City Block 315 located on the north side of <br />Lamar Avenue, approximately 250 feet east of Loop 286. <br />Mayor Burnett called for proponents to appear and Mr. 0. Wayne Brown <br />spoke saying that the proposed fuel sales is in conjunction with a <br />convenience store which would be appropriate for his shopping center <br />development. <br />Mayor Burnett called for opponents to appear and none appeared and the <br />public hearing was declared closed. <br />After discussion, a motion was made by Councilman Wortham, seconded by <br />Councilman Hoog to approve the petition. The motion carried 7 ayes, 0 <br />nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />Martin Be La Rosa for a change in zoning from a Light Industrial <br />District (LI) to a One Family Dwelling District No. 3 (SF -3) and <br />Specific Use Permit - Mobile Home (39) on Lot 1, City Block 162, <br />located at 1405 S. E. 3rd Street. <br />Mayor Burnett tailed for proponents to appear and Mrs. Be La Rosa spoke <br />saying that they were seeking permission to leave a mobile home on the <br />property which had been there. since 1981, but not occupied until <br />recently. <br />Hack Blankenship spoke in support of the request saying that the people <br />had cleaned the property up and were an asset to the area. <br />Mayor Burnett called for opponents to appear and none appeared and the <br />public hearing was declared closed. <br />The Council discussed the Planning and Zoning Commission's <br />recommendation to deny the zoning change, but allow the owner to <br />provide an additional mobile home space on the lot and thereby qualify <br />it as a mobile home park which is a permitted use in the existing Light <br />Industrial District. <br />The applicant agreed to do this and a motion was made by Councilman <br />Folmar, seconded by Councilman Hoog to deny the zoning change. The <br />motion carried 7 ayes, 0 nays. <br />Mr. McCollum presented the replat of Lots 6 and 6C, City Block 315. A <br />motion was made by Councilman Hoog, seconded by Councilman Wortham <br />approving the replat subject to the requirements of the City Engineer. <br />The motion carried 7 ayes, 0 nays. <br />
