MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 10, 1986 <br />The City Council of the City of Paris met in special session, Tuesday, <br />June 10, 1986, 5:15 P. M., Council Room, City Hall, Mayor Billy J. <br />Burnett called the meeting to order with the following Councilmen <br />present: Bill Bone, Jeff Hoog, Mike Folmar, and W. C. Francis. Also <br />present were City Manager, David H. Doty, City Attorney, T. K. Haynes, <br />and City Clerk, Mattie Cunningham. <br />r-- <br />Mayor Burnett announced th.at the special meeting was called for the <br />purpose of consideration and action on a.Resolution authorizing Change <br />Order No. 4 reducing the scope of work and delaying portions of the <br />work authorized in the contract with Heritage Constructors Inc. for <br />additions to the Water Treatment Plant. <br />Director of Engineering, John Buss appeared before the Council and <br />discussed the reductions of the offices and Laboratory at the Water <br />Treatment Plant, and discussed alternates which were open to the <br />Council. Mr. Russ stated that if the City stopped construction of the <br />upstairs offices and laboratory there would be a savings of <br />approximately $50,000. Mr. Buss stated that the purpose for the <br />laboratory being 'located at the Water Treatment Plant is to utilize one <br />laboratory for testing water along with testing of wastewater. <br />Bill King, Dir.ector of Utilities appeared before the Council and <br />discussed the need for the offices and Laboratory that will be located <br />at the Water Treatment Plant. <br />After discussion, a motion was made by Councilman Bone to continue with <br />the construction on the base bid, but hold up construction of the extra <br />office and conference training room. <br />After further discussion, Councilman Bone withdrew his motion and made <br />a definite statement that the next project would be scrutinized. <br />I { Councilman Folmar added a request of the staff that when dealing with a <br />major project, to point out any extra facilities that are included. <br />Mayor Burnett added a request that the Council be informed as to where <br />these facilities will be located. <br />Mayor Burnett announced that with no action being made, the project <br />will proceed as previously approved. <br />Mayor Burnett stated that the next item on the agenda was instruction <br />to City Staff concerning 34th N. E. Drainage. <br />David Tompkins, City Engineer appeared before the Council and discussed <br />the 34th N. E. Drainage Project. <br />After further discussion, a motion was made by Councilman Folmar to go <br />back to the original design that was agreed upon , to establish the <br />natural flow of water as ordered by the Court, to proceed with <br />condemnation to property, and construct the project with the $29,000. <br />bid that we have.
