23? <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />July 1, 1986 <br />The City Council of the City of Paris met in special session, Thursday, <br />July 1, 1986, 7:00 P. M. Council Room, City Hall, Mayor Billy J. <br />Burnett called the meeting to order with the following Councilmen <br />present: W. C. Francis, Travis Wortham, Addie Bufford, Bill Bone, and <br />Jeff Hoog. Also present was City Manager, David H. Doty, City <br />Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Mayor Burnett announced that the special meeting was called for the <br />purpose of consideration and action on a request from Wayne Brown to be <br />permitted to fully develop North Park No. 6 (3 Lots) with the <br />requirement for the drainage plan being delayed in order that it may be <br />coordinated with drainage to be constructed on 34th Street N. E. by the <br />City of Paris. <br />David Tompkins, City Engineer appeared before the Council stating that <br />the reason this matter is being presented to the Council is at the last <br />Council meeting the staff was instructed not to permit any further <br />construction in the 34th drainage area until that situation had been <br />resolved. <br />Mr. Tompkins and John Buss, Director of Engineering discussed the <br />matter with the Council, and advised that Brandon Chaney, Engineer for <br />Mr. Brown had investigated the impact that the construction would have <br />on the 34th N. E. Drainage, and that it would only increase the <br />drainage an additional 2 %, and they recommended allowing the <br />construction on Mr. Brown's three lots. <br />Wayne Brown appeared before the Council and requested to be allowed to <br />continue with his construction on the three lots. <br />After discussion, a motion was made by Councilman Francis to permit Mr. <br />Brown to proceed with construction on the three lots, with the drainage <br />plans being delayed until the 34th Drainage Plans are established and <br />coordinate with the requirements of the City Engineer. The motion <br />failed for lack of a second. <br />After further discussion, a motion was made by Councilman Francis that <br />Wayne Brown, Developer of North Park N. 6 be permitted to fully develop <br />the same with the requirement for the drainage to be constructed in <br />accordance with the approved drainage plan for the total tract as <br />preliminary plotted out of which the three lots comes. The motion was <br />seconded by Councilman Bone and carried 6 ayes, 0 nays. <br />There being no further business, the meeting was adjourned. <br />L`' Burnett, Mayor <br />ATTEST: <br />MATTIE CUNNINGHAM, CITY K <br />
