MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />JULY 10, 1986 <br />The City Council of the City of Paris met in special session, <br />Thursday, July 10, 1986, 5:15 P.M. Council Room, City Hall. Mayor <br />Billy J. Burnett called the meeting to order with the following <br />Councilmen present: Travis Wortham, Mike Folmar, Jeff Hoog, and <br />Bill Bone. Also present was City Manager, David H. Doty, City <br />Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />r— Mayor Burnett declared the public hearing open on the petition of <br />Clyde Beachman for a change in zoning from a Commercial District (C) <br />to a One- Family Dwelling District No. 3 (SF -3) and Specific Use <br />Permit - Mobile Home (39) on Lot 8, City Block 73 -D, located at 1047 <br />3rd N. E. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held on July 7th 1986, and attached hereto as <br />part of these minutes as exhibit A. <br />Mayor Burnett called for proponents to appearand Clyde Beachman, <br />1027 5th N. E. appeared before the Council and told the Council that <br />he wanted to place a mobile home on the lot for a residence. <br />Mayor Burnett called for opponents to appear and none appeared and <br />the public hearing was declared closed. <br />A motion was made by Councilman Wortham, seconded by Councilman Hoog <br />approving the zoning change and authorizing the preparation of an <br />Ordinance to be presented at the next .regular Council meeting. The <br />motion carried 5 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />Marie Cotham for a change in zoning from a Multi- Family Dwelling <br />!— District No. 1 (MF -1) to a Commercial District (C) on Lot 4, City <br />Block 158 -A located at 1123 S. Main Street. <br />Mayor Burnett called for proponents to appear and George Preston, <br />Attorney representing Ms. Cotham appeared before the Council stating <br />that his client wanted to move her business to this location. Mr. <br />Preston pointed out the existing Commercial zoning and business <br />adjacent to the property on the South and West, and that Ms. Cotham <br />had spend a considerable amount of money remodeling the house, and <br />that her business (Bed -R -Rest Shoppe) would enhance the area. <br />Dorothy Mallison, 1222 S. Main, appeared before the Council and told <br />them that Ms. Cotham had done wonders with the remodeling of the <br />house and she had no objection to the business being located there. <br />Mayor Burnett called for opponents to appear and Elizabeth Craig, <br />appeared before the Council stating that her home was next door to <br />the proposed business, and objected to the business being placed <br />there due to the houses being close together, that they were 16 feet <br />
