BURNETT, MAYOR <br />ATTEST: <br />MATTIE CUNNINGHAM, CITY CLERK <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />JULY 7, 1986 <br />The Planning and Zoning Commission of the City of Paris met in regular session <br />Monday, July 7, 1986 at 7:00 P.M. in the Council. Room, City Hall, Paris, Texas <br />with the following members present: <br />1. <br />Freddy Swaim - Chairman <br />5. <br />Bruce McMonigle <br />2. <br />Ozzie Battle <br />6. <br />Ronnie Nutt <br />3. <br />Bill Davidson <br />7. <br />Kyle Perry <br />4. <br />Jacob Hildreth <br />8. <br />Dorothy Smith <br />Also present were David Tompkins, City Engineer, and Joe McCollum, Director <br />of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of June 2 and June <br />16, 1986 were approved as presented. <br />Chairman Swaim opened the public hearing on the petition of Clyde Beacham for <br />a change in zoning from a Commercial District (C) to a One- Family Dwelling Dis- <br />trict No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 8, City <br />Block 74 -D, located at 1047 3rd N.E. <br />Mr. Beacham was present and told the Commission he wanted to place a mobile <br />home on the lot for a residence. He said that although the existing zoning <br />was Commercial, there were no businesses near the lot. He said there were <br />existing mobile homes within a few blocks. <br />No one else was present to speak and the public hearing was closed. <br />Mr. McCollum pointed out the existing SF -3 zoning on the east side of 3rd St. <br />Following discussion, a motion was made by Mr. Hildreth, seconded by Mrs. Battle, <br />to recommend approval of the petition. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Marie Cotham <br />for a change in zoning from a Multi- Family Dwelling District No. 1 (MF -1) to a <br />Commercial District (C) on Lot 4, City Block 158 -A located at 1123 S. Main St. <br />George Preston, attorney, represented the request stating that his client wanted <br />to move her business to this location. He pointed out the existing commercial <br />zoning and businesses adjacent to the property on the south and west. He said <br />that considerable money had been spent remodeling the house and that her business, <br />Bed R Rest Shoppe, would help the area. r <br />Elizabeth Craig, property owner adjacent to the north, opposed Commercial zoning <br />so close to her house. She said there was only 16 feet between her house and <br />Mrs. Cotham's and the driveway was only four 4 feet from her living room. <br />
