M <br />237 <br />Several other area landowners spoke in opposition, including Mrs. James Smith, <br />39 E. Long, Mrs. T. G. Richardson, 1103 S. Main St., Mrs. George Smith, 1023 S... <br />Main St., and Juanita Norvell, 44 E. Long. They objected because commercial <br />zoning would allow undesirable businesses and would disrupt a nice old neighbor- <br />hood. <br />Mr. Preston stated that off street parking would be provided in the rear of the <br />house and that his client would build a screening fence adjacent to the other <br />houses. <br />The public hearing was closed and the Commission discussed alternate zoning <br />classifications which would allow Mrs. Cotham's business. <br />Mr. Hildreth made a motion to recommend Planned Development - Retail instead <br />of Commercial zoning. Mr. Nutt seconded the motion which failed 2 ayes, 6 <br />nays. <br />Mr. Davidson then made a motion to recommend denial of the change. Mr. McMonigle <br />seconded the motion which carried 6 ayes, 2 nays. Mr. Swaim and Mr. Hildreth <br />voted nay. <br />Chairman Swaim next opened the public hearing on the petition of Nathan Bell <br />for approval of Site Plan in a Planned Development - Shopping Center District - <br />(PD-a) on Lot 16, City Block 201 located at 1934 Bonham Street. <br />Gary Nash, owner of the property, presented his site plan calling for the con- <br />struction of a "Fletcher's Corny Dog" restaurant on the east side of the lot. <br />He said the business was a drive through facility with parking to the rear and <br />some outdoor seating in front of the building. A similar eating place is pro- <br />posed on the west side of the lot. He stated that only two trees had to be re- <br />moved from the lot and that security fencing and screening fencing would be <br />installed on three sides of the property. <br />There was no one else present to speak on the matter and the public hearing was <br />closed. <br />Following discussion, Mrs. Battle made a motion to recommend approval of the <br />Site Plan. Mrs. Smith seconded the motion which carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Larry Berry <br />for a change in zoning from a One- Family Dwelling district No. 3 (SF -3) to a <br />Neighborhood Service District (NS) on Lot 9, Block 5, Colonial Addition located <br />at 1760 W. Shiloh Street. <br />Mrs. Pat Berry told the Commission that she wanted to make an addition to her <br />home for the operation of a beauty shop. She said it would be small, about <br />310 sq. ft., and that off street parking would be provided. <br />There was no one else present to speak on the matter and the public hearing was <br />closed. <br />Following discussion. Mrs. Smith made a motion to recommend approval of the change. <br />Mr. Perry seconded the motion which carried 8 ayes, 0 nays. <br />
