3. <br />Chairman Swaim next opened the public hearing on the petition of Jerry L. Haning <br />for a change in zoning from a Two Family Dwelling District (2F) to a Neighborhood <br />Service District (NS) on Lot 9, City Block 70 -C located at 1213 Pine Bluff Street. <br />Mr. Haning said his house is on a large corner lot at 12th and Pine Bluff Street and <br />he planned to live in the house but having been in retail business for the past 10 <br />years, he and his wife were considering opening a small antique shop. He said he <br />planned to demolish a garage structure at the rear of the lot and use an existing <br />building on his lot for antique sales. He pointed out that there was sufficient <br />room for off street parking on the lot. <br />No one spoke in opposition to the change and the public hearing was closed. <br />Following discussion Mr. Perry made a motion to recommend approval of the change. <br />Mrs. Battle seconded the motion which carried 7 ayes, 1 nay. Mr. Swaim voted nay <br />saying that this lot and all of Pine Bluff should be zoned General Retail. <br />The Final Plat of Lot 2 -A and 2 -B, City Block 279, was presented by Mr. Tompkins. <br />A motion was made by Mr. Nutt, seconded by Mr. Hildreth to recommend approval of <br />the plat subject to the exceptions listed in City Engineer's Memorandum marked <br />Exhibit A and attached hereto. The motion carried 8 ayes, 0 nays <br />Mr. Tompkins presented a proposed ordinance amending Section III (6) and Section <br />XVI (B) of the Subdivision Regulations to provide for flood hazard areas to be <br />shown on preliminary plats and to provide that the Commission recommend any <br />suspension of subdivision rules and regulations in special circumstances. <br />Mr. Nutt made a motion to recommend adoption of the ordinance. Mr. Hildreth <br />seconded the motion which carried 8 ayes, 0 nays. <br />Mr. Tompkins presented a proposed ordinance amending Section C (7) of Flood <br />Hazard Prevention - Ordinance No. 83 -065 providing that flood hazard areas be <br />shown on preliminary or final plats filed with the City. <br />A motion was made by Mr. Swaim, seconded by Mr. McMonigle to recommend adoption <br />of the ordinance.
