r F MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL July X14, 1986 The City Council of the City of Paris met in regular session, Monday, July 14, 1986, 7:00 P. M. Council Room, City Hall. Mayor Burnett called the the meeting to order with the following Councilman present: Jeff Hoog, W. C. Francis, Bill Bone, Travis Wortham, Addie Bufford, and Mike Folmar. Also present was City Manager, David H. Doty, City Attorney T. K. Haynes, and City Clerk, Mattie Cunningham. Prayer was offered by Reverend Daryl Johnson. Mayor Burnett asked if there were any corrections to the minutes of previous meeting, there being none, the minutes were approved as presented. Debbie Burks, a member of the Lamar County Historical Society appeared before the Council requesting regulations of the hours of the Old Paris Cemetery between the hours of 8:00 o'clock P. M. and 8:00 o'clock A. M. during the months of May through September and between the hours of 6:00 o'clock P. M. and 8:00 o'clock A.M. during the months of October through April because of vandalism to the Cemetery. Dr. J. E. Spencer representing the Paris Regional Habilitation Center appeared before the Council asking for financial support from the City of Paris for the upcoming year due to funding being cut by the State. The funds would be used to pay rent, utilities, telephone and duplicating cost. Sandra Edwards, Route 4, Box 32 representing the Paris Health Services appeared before the Council correcting statements made by the Paris Lamar County Health Department at the June 9, 1986 City Council Meeting. Statement No. 1 - Paris Health Services is a part of Planned Parenthood, this is not true, Paris Health Services is a part of Life Planning Health Services which is not connected with Planned Parenthood. Statement No. 2 - The Paris Health Services is a nonprofit Organization. Statement No. 3 - The Paris Health Services took the Family Planning from the Paris Lamar County Health Department. This is not true Statement No. 4 - Paris Health Services provides medicine without a licensed physician. This is not true. Statement No. 5 - Paris Health Services brings indigence from other Counties into Lamar County. The Paris Health Services provides service for other Counties, but this in no way adds to the Lamar County tax burden. Funds are provided by the State or the patient pays for the services. B. L. Wilhite, 4025 Jefferson Road, and Charles Holman, 3955 Jefferson Road, appeared before the Council and discussed a problem with the Wastewater Bypass at the Jefferson Height Lift Station. Mr. Wilhite presented a petition signed by 32 residents of Jefferson Height requesting the sewer be improved. �3 g
