r <br />F <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />July X14, 1986 <br />The City Council of the City of Paris met in regular session, Monday, <br />July 14, 1986, 7:00 P. M. Council Room, City Hall. Mayor Burnett <br />called the the meeting to order with the following Councilman <br />present: Jeff Hoog, W. C. Francis, Bill Bone, Travis Wortham, Addie <br />Bufford, and Mike Folmar. Also present was City Manager, David H. <br />Doty, City Attorney T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Daryl Johnson. <br />Mayor Burnett asked if there were any corrections to the minutes of <br />previous meeting, there being none, the minutes were approved as <br />presented. <br />Debbie Burks, a member of the Lamar County Historical Society <br />appeared before the Council requesting regulations of the hours of <br />the Old Paris Cemetery between the hours of 8:00 o'clock P. M. and <br />8:00 o'clock A. M. during the months of May through September and <br />between the hours of 6:00 o'clock P. M. and 8:00 o'clock A.M. during <br />the months of October through April because of vandalism to the <br />Cemetery. <br />Dr. J. E. Spencer representing the Paris Regional Habilitation Center <br />appeared before the Council asking for financial support from the <br />City of Paris for the upcoming year due to funding being cut by the <br />State. The funds would be used to pay rent, utilities, telephone and <br />duplicating cost. <br />Sandra Edwards, Route 4, Box 32 representing the Paris Health <br />Services appeared before the Council correcting statements made by <br />the Paris Lamar County Health Department at the June 9, 1986 City <br />Council Meeting. Statement No. 1 - Paris Health Services is a part <br />of Planned Parenthood, this is not true, Paris Health Services is a <br />part of Life Planning Health Services which is not connected with <br />Planned Parenthood. Statement No. 2 - The Paris Health Services is a <br />nonprofit Organization. Statement No. 3 - The Paris Health Services <br />took the Family Planning from the Paris Lamar County Health <br />Department. This is not true Statement No. 4 - Paris Health <br />Services provides medicine without a licensed physician. This is <br />not true. Statement No. 5 - Paris Health Services brings indigence <br />from other Counties into Lamar County. The Paris Health Services <br />provides service for other Counties, but this in no way adds to the <br />Lamar County tax burden. Funds are provided by the State or the <br />patient pays for the services. <br />B. L. Wilhite, 4025 Jefferson Road, and Charles Holman, 3955 <br />Jefferson Road, appeared before the Council and discussed a problem <br />with the Wastewater Bypass at the Jefferson Height Lift Station. Mr. <br />Wilhite presented a petition signed by 32 residents of Jefferson <br />Height requesting the sewer be improved. <br />�3 g <br />
