24th Dr. Tom Cuttrell, representing the Lamar County Child Welfare Board appeared before the Council and discussed the need for this service for the City of Paris, and requested funding in the amount of $10,000.00. Rodney Anderson, Chief Appraiser of the Lamar County Appraisal District appeared before the Council and discussed the possibility of purchasing a building to house the Appraisal District. Mr. Anderson also discussed the current reappraisal that has just been conducted. Councilman Folmar requested a list of Board members, employees and current salaries. Mr. Anderson also discussed the proposed Budget for the Lamar County Appraisal District. Richard Herrington, Executive Director of the Paris Housing Authority, appeared before the Council requested expanding the Cooperative Agreement between the Paris Housing Authority and the City of Paris for the addition of 158 Units of Low Rent Housing. Mr. Herrington stated that the Paris Housing Authority has the opportunity to apply for additional housing and asked for support from the City of Paris. ORDINANCE NO. 86 -017 AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS BE AMENDED BY ADDING SECTION 18 -30 OF SAID CODE; PROHIBITING ENTRY INTO THE OLD CEMETERY OF PARIS DURING CERTAIN HOURS; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE OF AUGUST 1, 1986 was presented. A motion was made by Councilman Bone, seconded by Councilman Wortham for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. Mayor Burnett called for action on recommendations to the Lamar County Appraisal District. After discussion, it was the consensus of the Council to wait until the requested information has been received before making recommendations to the Appraisal District. A Resolution calling for a public hearing to consider entering into a Cooperative Agreement with the Paris Housing Authority for a program covering 358 units of Low Rent Housing and authorizing publication notice of such hearing was presented. A motion was made by Councilman Bufford, seconded by Councilman Wortham for adoption of the Resolution. The motion failed with a 3 ayes, 4 nays vote. City Manager Doty presented a proposal from the Paris Independent School District to accept financial responsibility for 1/3 of the actual cost of a 12 inch water line extension excluding fire hydrant costs, to be laid along 24th S. E. between Polk and Sycamore Street, and a 10 inch water line extension to be laid under Jefferson Road to a maximum amount of $40,000.00, and recommended accepting the proposal.
