24th <br />Dr. Tom Cuttrell, representing the Lamar County Child Welfare Board <br />appeared before the Council and discussed the need for this service <br />for the City of Paris, and requested funding in the amount of <br />$10,000.00. <br />Rodney Anderson, Chief Appraiser of the Lamar County Appraisal <br />District appeared before the Council and discussed the possibility of <br />purchasing a building to house the Appraisal District. Mr. Anderson <br />also discussed the current reappraisal that has just been conducted. <br />Councilman Folmar requested a list of Board members, employees and <br />current salaries. Mr. Anderson also discussed the proposed Budget <br />for the Lamar County Appraisal District. <br />Richard Herrington, Executive Director of the Paris Housing <br />Authority, appeared before the Council requested expanding the <br />Cooperative Agreement between the Paris Housing Authority and the <br />City of Paris for the addition of 158 Units of Low Rent Housing. Mr. <br />Herrington stated that the Paris Housing Authority has the <br />opportunity to apply for additional housing and asked for support <br />from the City of Paris. <br />ORDINANCE NO. 86 -017 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS BE AMENDED BY ADDING SECTION 18 -30 <br />OF SAID CODE; PROHIBITING ENTRY INTO THE OLD CEMETERY OF PARIS DURING <br />CERTAIN HOURS; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; <br />REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; <br />AND PROVIDING FOR AN EFFECTIVE DATE OF AUGUST 1, 1986 <br />was presented. A motion was made by Councilman Bone, seconded by <br />Councilman Wortham for adoption of the Ordinance. The motion carried <br />7 ayes, 0 nays. <br />Mayor Burnett called for action on recommendations to the Lamar <br />County Appraisal District. After discussion, it was the consensus of <br />the Council to wait until the requested information has been received <br />before making recommendations to the Appraisal District. <br />A Resolution calling for a public hearing to consider entering into a <br />Cooperative Agreement with the Paris Housing Authority for a program <br />covering 358 units of Low Rent Housing and authorizing publication <br />notice of such hearing was presented. A motion was made by <br />Councilman Bufford, seconded by Councilman Wortham for adoption of <br />the Resolution. The motion failed with a 3 ayes, 4 nays vote. <br />City Manager Doty presented a proposal from the Paris Independent <br />School District to accept financial responsibility for 1/3 of the <br />actual cost of a 12 inch water line extension excluding fire hydrant <br />costs, to be laid along 24th S. E. between Polk and Sycamore Street, <br />and a 10 inch water line extension to be laid under Jefferson Road to <br />a maximum amount of $40,000.00, and recommended accepting the <br />proposal. A motion was made by Councilman Bone, seconded by <br />Councilman Hoog to accept the proposal of the Paris Independent <br />
