2 P4 requested direction from the Council. City Manager Doty advised <br />the Council that annexation of the property would -be necessary. <br />David Tompkins, City Engineer, appeared before the Council and <br />discussed the matter with the Council. <br />After discussion, a motion was made by Councilman Francis, seconded <br />by Councilman Bone that the City would be in agreement to the <br />annexation if the property owners would agree to pay for the water <br />line. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett called for consideration and action on the 34th Street <br />Surface Water Drainage Project. <br />David Tompkins, City Engineer reported that no agreement had been <br />derived between the City and Mr. Paul Landers, and suggested that the <br />City negotiate an easement with Mr. Landers or go with eminent domain. <br />After discussion, motion was made by Councilman Francis, seconded by <br />Councilman Wortham to table action on the 34th Drainage Project. The <br />motion carried 6 ayes, 0 nays, Councilman Folmar abstaining. <br />After further discussion, the Council instructed the Staff and the <br />City Attorney to make contact with Mr. Landers and negotiate an <br />agreement and offer Mr. Landers the appraised value for his property. <br />Mayor Burnett announced that the Council would go to Item No. 16 on <br />the agenda at this time which is action on Surface water drainage <br />improvement in the area of North Collegiate Drive and Loop 286. <br />John Buss, Director of Engineering appeared before the Council <br />stating that the Highway Department has requested the City to obtain <br />drainage easements east of Collegiate Drive and acquire additional <br />easements to allow the storm sewers located near Briarwood and <br />Cypress Drive to be reopened. <br />Larry Fancher, 3930 Miranda, appeared before the Council and <br />discussed the water that flows across his property and requested the <br />City's help in correcting the situation. <br />Councilman Francis moved to authorize the necessary easements for the <br />Collegiate Extension Project. The motion was seconded by Councilman <br />Hoog and carried 7 ayes, 0 nays. <br />Mayor Burnett directed the Council's attention to the need for action <br />on authorizing the purchase of replacement shafts at the Wastewater <br />Treatment Plant. <br />City Manager Doty advised that the Council had directed the Staff to <br />follow the bid process in acquiring the replacement shafts. Mr. Doty <br />requested that due to the failure of the existing shafts, formal <br />advertising for bid be deferred and written proposals be used for <br />selecting of the manufarturar <br />Councilman Francis. made a motion that the staff present their finding <br />to the utility Committee for their recommendations. The motion <br />carried 7 ayes, 0 nays. <br />Mayor Burnett called for consideration and action on negotiating a <br />Change Order to the Water Treatment Plant Contract to modify suction <br />piping from the high service pumps. <br />John Buss, Director of Engineering discussed the matter with the <br />Council. After discussion, Councilman Francis made a motion to table <br />action on the matter. The motion was seconded by Councilman Wortham <br />and carried 7 ayes, 0 nays. <br />Resolution No. 86 -065 authorizing and directing the Mayor of the City <br />of Paris to execute Change Order No. 4 to the contract for Additions <br />to the Water Treatment Plant was presented. A motion was made by <br />Councilman Folmar for adoption of the Resolution. <br />
