2 P4 requested direction from the Council. City Manager Doty advised the Council that annexation of the property would -be necessary. David Tompkins, City Engineer, appeared before the Council and discussed the matter with the Council. After discussion, a motion was made by Councilman Francis, seconded by Councilman Bone that the City would be in agreement to the annexation if the property owners would agree to pay for the water line. The motion carried 7 ayes, 0 nays. Mayor Burnett called for consideration and action on the 34th Street Surface Water Drainage Project. David Tompkins, City Engineer reported that no agreement had been derived between the City and Mr. Paul Landers, and suggested that the City negotiate an easement with Mr. Landers or go with eminent domain. After discussion, motion was made by Councilman Francis, seconded by Councilman Wortham to table action on the 34th Drainage Project. The motion carried 6 ayes, 0 nays, Councilman Folmar abstaining. After further discussion, the Council instructed the Staff and the City Attorney to make contact with Mr. Landers and negotiate an agreement and offer Mr. Landers the appraised value for his property. Mayor Burnett announced that the Council would go to Item No. 16 on the agenda at this time which is action on Surface water drainage improvement in the area of North Collegiate Drive and Loop 286. John Buss, Director of Engineering appeared before the Council stating that the Highway Department has requested the City to obtain drainage easements east of Collegiate Drive and acquire additional easements to allow the storm sewers located near Briarwood and Cypress Drive to be reopened. Larry Fancher, 3930 Miranda, appeared before the Council and discussed the water that flows across his property and requested the City's help in correcting the situation. Councilman Francis moved to authorize the necessary easements for the Collegiate Extension Project. The motion was seconded by Councilman Hoog and carried 7 ayes, 0 nays. Mayor Burnett directed the Council's attention to the need for action on authorizing the purchase of replacement shafts at the Wastewater Treatment Plant. City Manager Doty advised that the Council had directed the Staff to follow the bid process in acquiring the replacement shafts. Mr. Doty requested that due to the failure of the existing shafts, formal advertising for bid be deferred and written proposals be used for selecting of the manufarturar Councilman Francis. made a motion that the staff present their finding to the utility Committee for their recommendations. The motion carried 7 ayes, 0 nays. Mayor Burnett called for consideration and action on negotiating a Change Order to the Water Treatment Plant Contract to modify suction piping from the high service pumps. John Buss, Director of Engineering discussed the matter with the Council. After discussion, Councilman Francis made a motion to table action on the matter. The motion was seconded by Councilman Wortham and carried 7 ayes, 0 nays. Resolution No. 86 -065 authorizing and directing the Mayor of the City of Paris to execute Change Order No. 4 to the contract for Additions to the Water Treatment Plant was presented. A motion was made by Councilman Folmar for adoption of the Resolution.
