MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />August 11, 1986 <br />The City Council of the City of Paris met in regular session, Monday, <br />August 11, 1986, 7:00 P. M. Council Room, City Hall. Mayor Billy J. <br />Burnett called the meeting to order with the following Councilmen <br />present: Addie Bufford, Bill Bone, Jeff Hoog, Mike Folmar, Travis <br />Wortham, and W. C. Francis. Also present was City Manager, David H. <br />Doty, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Lorenzo John of the Immanuel Baptist <br />Church. <br />Mayor Burnett asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Cathy Swaim, President of the Lamar County Humane Society, appeared <br />before the Council and presented a proposal for charges requesting that <br />all shots be included in the basic fee, and requested that all animals <br />sold from the Shelter be spayed /neutered, and advised that six <br />veterinarians had offered to provide free spaying /neutering for animals <br />sold from the shelter. That all healthy animals be kept one day beyond <br />the required three days holding period to allow for possible sale. <br />A. W. Clem, Attorney, 310 First National Bank Building, appeared before <br />the Council and spoke of the concern he has about the things that were <br />happening on the Council. Stating that he was not representing anyone <br />group or organization, but a concern citizen. Mr. Clem discussed the <br />City Charter and David Doty's contract stating that we have a very good <br />form of government and certain things that will be ruled on tonight <br />could be harmful to the city for years to come. Mr. Clem discussed the <br />City Manager's qualifications and he feels that he is one of the best <br />City Manager the City of Paris has every had. Mr. Clem discussed the <br />open meeting law with the Council. <br />Mary Walker Clark, 10 8th Street S. E. appeared before the Council <br />stating that she was concerned with the Council's attitude towards the <br />Charter of the City of Paris. Mrs. Clark spoke regarding the forms of <br />government and the Council's responsibility to carry out the laws of <br />the City of Paris, and feels that there is a breakdown in communication <br />between the Council and the City Manager. <br />Nathan Bell, 2221 Lamar Ave. appeared before the Council and discussed <br />the forms of City Government the City has been under, and he feels what <br />the Council Manager form of government is the best form for the City of <br />Paris. Mr Bell also stated that City Manager Doty was not hired for <br />his personality, but to run the City. Mr. Bell said that Mr. Doty has <br />kept the City ahead of the EPA and the Water Board so he must be doing <br />something right. <br />Mayor Burnett called for consideration and action on a request made by <br />the Lamar County Humane Association dealing with charges made for the <br />sale of impounded animals. Councilman Folmar moved to adopt a policy <br />
