:J <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />March 6, 1986 <br />The City Council of the City of Paris met in regular session, Thursday, <br />March 6, 1986. 5:15 P. M. Mayor Fisher called the meeting to order <br />with the following Councilmen present: Walter F. Williams, Billy J. <br />Burnett, Jeff Hoog, and Mike Folmar. Also present was City Manager, <br />David H. Doty, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Mayor Fisher declared the public hearing open on the petition of Ann. <br />Cunningham for a change in zoning from a Two Family Dwelling District <br />(2F) to a Commercial District (C) on Lot 3, City Block 44 -A located on <br />the North side of W. Houston Street between 5th Street N. W. and 6th <br />Street N. W. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held on March 3 1985 and attached hereto as part <br />of these minutes as exhibit A. <br />Councilman Wilson entered the Council chambers and assumed his seat at <br />the Council table. <br />Mayor Fisher called for proponents to appear and Director of Community <br />Development, Joe McCollum appeared before the Council and informed them <br />that Ms.-Cunningham was unable to attend the Council meeting and would <br />probably resubmit the application for rezoning. <br />Mayor Fisher called for opponents to appear and Dr. James R. Moore, 531 <br />Graham appeared before the Council in opposition to the zoning change <br />stating that his main objection would be because of noise and the <br />addition of lights. Dr. Moore stated that there were mostly elderly <br />people living in the area. Dr. Moore discussed the types of businesses <br />that could be constructed if the property was changed to Commercial <br />zoning. <br />Councilman Francis entered the Council chambers and assumed his seat at <br />the Council table. <br />Ms. Ruth Sorensen, 536 Graham appeared before the Council in opposition <br />to the zoning change. <br />Mr. Lloyd Herron, 5.29 Grand Ave, also appeared in opposition to the <br />zoning change. <br />Mayor Fisher declared the public hearing closed and called for a vote. <br />A motion was made by Councilman Hoog, seconded by Councilman Burnett to <br />accept the recommendation of the Planning and Zoning Commission to deny <br />the request for a zoning change. The motion carried 7 ayes, 0 nays. <br />Mayor Fisher declared the public hearing open on the petition of Jesse <br />Hall for a change fn zoning from Neighborhood Service District (NS) to <br />a General Retail District (GR) on the West 105 feet of Lot 1 and 2, <br />
