MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MARCH 3, 1986 <br />The Planning and Zoning Commission of the City of Paris met Monday, March 3, 1986 <br />at 7:00 P.M. in the Council Room, City Hall, Paris, Texas with the following <br />members present: <br />1. Freddy Swaim, Chairman 5. Ronnie Nutt <br />2. Ozzie Battle 6. Bruce McMonigle <br />3. Bill Davidson 7. Kyle Perry <br />4. Jacob Hildreth 8. Dorothy Smith <br />Also present was Joe McCollum, Director of Community Development for the City. <br />Chairman Swaim called the meeting to order and the minutes of February 3, 1986 were <br />approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of Ann Cunningham <br />for a change in zoning from a Two Family Dwelling District (2F) to a Commercial <br />District (C) on Lot 3, City Block 44 -A located on the north side of W. Houston <br />Street between 5th. N.W. and 6th. N.W. <br />Ann Cunningham was present and told the Commission of her plans to sell the <br />property to a local businessman who needed a storage facility for his merchandise. <br />She said there would be very little traffic in and out of the area because of this <br />and that the last remaining rent house would be removed from the property before <br />the storage building was built. She went on to say that she owned the property <br />east of this site which..she had plans to construct single family homes on and <br />that she did not want anything on the property in question that would be detriment- <br />al to the area. <br />James R. Moore, Ruth Sorenson and Lloyd Herron, owners of property nearby, spoke <br />in opposition to the change to commercial zoning. Dr. Moore pointed out several <br />land uses which would be permitted in a Commercial District, some of which would <br />be very objectionable to him. Mrs. Sorenson stated her fear that the Commercial <br />zoning would spread if this request were approved, destroying some of the historic <br />value of the area. They also cited potential noise, light pollution and increased <br />crime activity associated with commercial use as reasons to object. <br />Ms. Cunningham pointed out the existing retail and commercial uses on the south <br />and west sides of her property as further reason for approval. <br />Chairman Swaim closed the public hearing and discussion was held on ways to allow <br />the use while controlling the things objected to. After discussion failed to <br />produce a satisfactory solution, Mr. McMonigle made a motion to recommend denial <br />of the petition. Mrs.,Smith seconded the motion which carried 8 ayes. 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Jesse Hall for <br />a change in zoning from a Neighborhood Service District (NS) to a General Retail <br />District (GR) on the west 105 feet of Lots 1 and 2, Block 2, Fitzhugh Addition <br />located on the southeast corner of 8th. N.E. and Martin Luther King,-,Jr. Drive. <br />
