6J <br />Mr. Hall was <br />ing building, <br />office area. <br />to the west. <br />present and told the Commission of his need to expand his exist - <br />which houses a private club, for the addition of a restaurant and <br />He said he needed the General Retail zoning in order to expand <br />Several persons appeared to oppose the change in zoning including Mrs. Charlie <br />Douglas, 1202 8th. N.E., Florine Edwards, 1119 Fitzhugh, John L. Brown, 1138 <br />Fitzhugh and Betty Harrison, 1129 Fitzhugh. They all stated that the noise <br />created by patrons of the club late at night on weekends disturbed their sleep <br />and that they were opposed to the present operation. <br />Richard Herrington, Director of the Paris Housing Authority, said he has weekly <br />complaints from tenants of the Booker T. Washington Homes about the club operation <br />including noise, parking and other disturbances. He pointed out that he was not <br />opposed to Mr. Hall operating a business but that it should not infringe upon <br />the rights of others. <br />No one else spoke and the public hearing was closed. <br />Following discussion, a motion was made by Mr. Hildreth, seconded by Mrs. Battle, <br />to recommend denial of the change. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Fern Powell <br />for a change in zoning from a One Family Dwelling District No. 3 (SF -3) to a <br />One Family Dwelling District No. 3 (SF -3) and Specific Use Permit - Mobile Home <br />(39) on Lot 3, Block A, Fuller Dohoney Addition located at 1226 13th. N.W. <br />Mrs. Powell was present and said she needed a better place to live than the house <br />presently on her property. She said the house was in real bad shape and she could <br />not afford to repair it. She said a mobile home was the best she could do at this <br />time. <br />Roy A. Jones, 1229 13th. N.W. opposed the zoning change saying that if one mobile <br />home permit were approved, there was a possibility for four or more of them <br />adjacent to his property. He objected to mobile homes being that close to him. <br />No one else spoke and the public hearing was closed. <br />Following discussion, a motion was made by Mrs. Smith, seconded by Mr. Perry, to <br />recommend approval of the petition. The motion failed 4 ayes and 4 nays. Commis- <br />sioners Nutt, Swaim, McMonigle and Davidson voted nay. No other motion was made <br />on this item and chairman Swaim stated it would be forwarded to the City Council <br />with no recommendation. <br />The variance to Lot width and Lot area requirements on the P,eplat of Lot 23, <br />Block 4, Mayer Addition was approved on a motion by Mr. Hildreth, seconded by <br />Mr. Perry. The motion carried 5 ayes, 3 nays. Commissioner Nutt, Swaim and <br />McMonigle voted nay. <br />With no further business to consider, the meeting was adjourned. <br />n' <br />e N.
