r ' <br />MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PARIS <br />March 10, 1986 <br />The City Council of the City of Paris met in regular session, Monday <br />March 10, 1986, 7:00 P. M. Mayor Pro Tem Hoog called the meeting to <br />order with the .following Councilmen present: Donald 6. Wilson, W. C. <br />Francis, Billy J. Burnett, and Walter F. Williams. Also present were <br />City Manager, David H. Doty, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Prayer was offered by Rev. Buel Briggs. <br />Mayor Pro Tem Hoog asked if there were any corrections to the minutes <br />of previous meetings, there being none, the minutes were approved as <br />presented. <br />Mr. John Washington, 309 Helm Lane, Sulphur Springs, Texas appeared <br />before the Council requesting the Council to submit an Economic <br />Development Grant request to revitalize the area of 5th N. E. and Tudor <br />Street. Mr. Was- hington explained that the grant would be used to <br />purchase land, buildings, and expand the current buildings in order to <br />have a dry cleaners, Laundromat, and a barber college at this location <br />which would create jobs and training of 30 to 40 people annually. Mr. <br />Washington explained that the State required two public hearings prior <br />to submitting the grant application, the first public hearing was <br />conducted on March 3, 1986 and notice was placed in the Paris News <br />February 28, 1986 for the second public hearing, and this Council <br />Meeting can constitute the second public hearing. <br />Mr. Gelton Westb.rooks, Consultant, appeared before the Council and <br />explained the grant program to the Council. Mr. Westbrook stated that <br />the grant application must be submitted to the State by March 17, <br />1986. Mr. Westbrook told the Council that the City would have to <br />administer the funds through the Community Development Department of <br />the City. <br />City Manager Doty presented a petitions signed by residents and <br />citizens of Paris who are in favor of the grant application. <br />Mayor Pro Tem Hoog called for people in the audience to stand that were <br />in favor of the grant application. Eighteen people stood in support of <br />the grant application. <br />Mayor. Pro Tem Hoog read a letter from Mayor Fisher regarding the grant <br />application endorsing the proposal. <br />Mayor Pro Tem Hoog declared the public hearing closed. <br />Ms. Marilyn Woods, Project Director of the Project Self- sufficiency, <br />appeared before the.Council and requested financial assistance for the <br />program. <br />Mayor Pro Tem Hoog called for consideration and action on previously <br />authorized Ordinances. <br />i <br />
