7") Mayor Pro Tem Hoog announced that the next item on the agenda is consideration and action on authorizing demolition of the City Ball Park at the Fairgrounds (Reese Field). City Manager Doty stated that the Paris Boy's Club had been utilizing the Ball Park for Teen Leagues for several years, and that they will no longer be using this Ball Park, and will be returning the area back to the City of Paris. City Manager Doty stated that it was the recommendation of Dick Boots, Director of Facilities to remove all fixtures, remove all concrete, level the field and recommended that a fence be installed and allow the area to be part of the Fairgrounds. After discussion, a motion was made by Councilman Wilson to authorize the City Staff to attempt to negotiate a lease with the Red River Valley Fair Association for their use of the Ball Park. The motion was seconded by Councilman Francis and carried 6 ayes, 0 nays. Mayor Pro Tem Hoog called for action on authorizing construction of Water Mains to- provide Fire Flow Service for Paris High School. City Manager Doty informed the Council that the Paris Independent School District had requested a building permit for additional buildings at the Paris High School which had been denied by the City's Director of Community Development, Joe McCollum, because of the Fire Flow problem. City Manager Doty stated that he had met with Elaine Ballard, School Superintendent, and members of the School Board and discussed the Fire Flow Service to the High School. Steve Burgin, Fire Chief, appeared before the Council and discussed the Fire Flow Service to Paris High School, fire safety of Firemen, and fire protection within the City of Paris. After discussion, a motion was made by Councilman Burnett, seconded by Councilman Folmar to establish a joint meeting with the Paris Ind. School District and Paris Jr. College in order to resolve the problem. The motion carried 6 ayes, 0 nays. Councilman Wilson made a motion to authorize the preparation of an Ordinance revising Section 6 -17 of the Code of Ordinances by adding any Federal or State Insurance requirements for Aeronautical permittees that may applicable. The motion was seconded by Councilman Burnett and carried 6 ayes, 0 nays. Resolution No. 86 -023 authorizing and directing the Mayor to execute a contract with the Fourt Thirteen, Inc. in the amount of $1,459,000.00 for the 1985 Wastewater Treatment Plant Improvement Project No. 15 -86- 21 was presented. A motion was made by Councilman Burnett, seconded by Councilman Wilson for approval of the Resolution. The motion carried 6 ayes, 0 nays.
