7") <br />Mayor Pro Tem Hoog announced that the next item on the agenda is <br />consideration and action on authorizing demolition of the City Ball <br />Park at the Fairgrounds (Reese Field). <br />City Manager Doty stated that the Paris Boy's Club had been utilizing <br />the Ball Park for Teen Leagues for several years, and that they will no <br />longer be using this Ball Park, and will be returning the area back to <br />the City of Paris. City Manager Doty stated that it was the <br />recommendation of Dick Boots, Director of Facilities to remove all <br />fixtures, remove all concrete, level the field and recommended that a <br />fence be installed and allow the area to be part of the Fairgrounds. <br />After discussion, a motion was made by Councilman Wilson to authorize <br />the City Staff to attempt to negotiate a lease with the Red River <br />Valley Fair Association for their use of the Ball Park. The motion was <br />seconded by Councilman Francis and carried 6 ayes, 0 nays. <br />Mayor Pro Tem Hoog called for action on authorizing construction of <br />Water Mains to- provide Fire Flow Service for Paris High School. <br />City Manager Doty informed the Council that the Paris Independent <br />School District had requested a building permit for additional <br />buildings at the Paris High School which had been denied by the City's <br />Director of Community Development, Joe McCollum, because of the Fire <br />Flow problem. City Manager Doty stated that he had met with Elaine <br />Ballard, School Superintendent, and members of the School Board and <br />discussed the Fire Flow Service to the High School. <br />Steve Burgin, Fire Chief, appeared before the Council and discussed the <br />Fire Flow Service to Paris High School, fire safety of Firemen, and <br />fire protection within the City of Paris. <br />After discussion, a motion was made by Councilman Burnett, seconded by <br />Councilman Folmar to establish a joint meeting with the Paris Ind. <br />School District and Paris Jr. College in order to resolve the problem. <br />The motion carried 6 ayes, 0 nays. <br />Councilman Wilson made a motion to authorize the preparation of an <br />Ordinance revising Section 6 -17 of the Code of Ordinances by adding any <br />Federal or State Insurance requirements for Aeronautical permittees <br />that may applicable. The motion was seconded by Councilman Burnett and <br />carried 6 ayes, 0 nays. <br />Resolution No. 86 -023 authorizing and directing the Mayor to execute a <br />contract with the Fourt Thirteen, Inc. in the amount of $1,459,000.00 <br />for the 1985 Wastewater Treatment Plant Improvement Project No. 15 -86- <br />21 was presented. A motion was made by Councilman Burnett, seconded by <br />Councilman Wilson for approval of the Resolution. The motion carried 6 <br />ayes, 0 nays. <br />
